Temporary closure of South Fifth Street between Center Street and South Street to accommodate the
City Water Treatment Plant Improvement Project.
BACKGROUND
As you know, the Water Treatment Plant Improvement Project is well under way. One of the many
challenges on this project for the contractor, Walters-Morgan Construction Company, is simply
finding adequate space to operate. The site is crowded with water plant facilities and additional city-
owned land is limited. Additional on-site space is needed to store materials and equipment and to
assemble the large treatment devices. In the interest of "partnering" with the intent of time-
efficiency and cost savings, the contractor made a request of the Director of Utilities, Don Hoff, to
close a portion of South Fifth Street adjacent to the project for a period of up to seven months(ending
May, 1999). The street and right-of-way will be used by the contractor for the afore-mentioned
purposes. The proposed closure will not restrict access to any privately-owned driveways. Any
costs associated with the closure(signs, barricades, street repair, etc.) shall be borne by the contractor.
An aerial map illustrating the proposed street closure is attached.
Mr. Hoff has reviewed the request from the standpoint of project management and recommends
approval. The staff development review committee has also reviewed the request and recommended
City Commission review and public notification, mostly due to the long duration of closure. This
portion of South Fifth Street carries approximately 3,000 vehicles per day. Other convenient routes
are available on Santa Fe Avenue, South Fourth Street, South Street and Prescott Avenue.
RECOMMENDATION
It is recommended that the City Commission authorize temporary closure of a portion of South Fifth
Street between South Street and Center Street at the request of the City Department of Utilities
beginning on October 19, 1998 and ending on May 1, 1999.
