Membership
Membership Information
4.1.10. Updated January 23, 2017.
Policy:
Community Access Television of Salina (Herein noted as Access TV) is a not-for-profit membership
organization. Individual and organizational members shall have the right to vote on the election of
Directors, on changes to the bylaws and other actions outlined in the Bylaws. Members must complete
a membership application and participate in an orientation training. Membership is available to all
eligible persons and organizations without discrimination.
Only Access members shall have the right to vote on the election of Directors and other actions outlined
in the Bylaws.
Memberships will be valid to the end of the calendar year upon enrollment. After initial enrollment,
membership must be renewed in January of each year. Membership must be current at least 30 days
prior to the annual membership meeting in order to be eligible to vote at the meeting. Members and
producers that do not renew will be kept active until the end of the second year following the initial
membership application, however, producers or members must have dues current prior to reserving or
using Access TV equipment or facilities.
No membership or membership rights shall be transferable.
Membership Policy
Any person who is a resident of the City of Salina, or within Saline County, and any
organization with an office located in the City of Salina or Saline County serving or having as
members, clients, or customers a large number of City of Salina or Saline County residents,
and any person who is an employee or member of such organization, who is in substantial
agreement with the objectives of the organization as set forth in the Articles of
Incorporation, shall be eligible for individual, organizational, or student membership.
Any person who lives outside of Saline County may petition for membership by submitting a
membership form with notification of residence location outside of Saline County. This
membership will be accepted upon approval by the Executive Director.
Parental or host educational institution permission is required for anyone under the age of
18.
A scholarship will be provided for any person who cannot afford the membership fee. The
scholarship will consist of 10 hours of volunteer work to be determined by the Executive
Director. When this volunteer work is completed, the membership will be considered paid
in full.

The Individual Membership fee will be $24 per year. This level will have the following benefits:
Voting rights at the annual meeting and for selection of board members;
Opportunity to enroll in workshops/courses;
Use of video equipment and facilities for a specified period of time without charge provided
the production is for Access TV channels (after member is certified to use equipment);
Includes an orientation and producer training class at no charge;
Use of computer lab during members’ hours (after member is certified to use equipment);
Ability to rent equipment and facilities for personal or commercial use (After certified to use
equipment);
May submit programming for cablecast on Access TV (after member is certified as a
producer;)
Opportunity to purchase Access TV accessories (i.e. shirts, caps, mugs, etc.).
The Organizational Membership fee will be $48 per year. Organizational members are for those
organizations having an office located in the City of Salina or Saline County or serving or having as
members, clients, or customers in the City of Salina or Saline County residents. This membership level
will have the following benefits:
May designate up to three people (each to qualify for benefits like an individual member)
under an organizational membership;
Vote in board elections and at annual meeting (Each person gets one vote);
Enroll in workshops/courses;
Use video equipment and facilities for a specified period of time without charge provided
the production is for Access TV channels (after certified to use equipment);
May submit programming for air on Access TV (if the organization has a certified producer);
Use computer Lab during Access TV hours (after members are certified to use equipment;
Rent equipment and facilities for personal or commercial use (after members are certified
to use equipment);
Opportunity to hire the Access TV staff to handle the technical aspects of program
production (additional fees required; subject to staff availability);
Purchase Access TV accessories (i.e. shirts, caps, mugs, etc.).
The Student Membership fee will be $5.00 per year. Student membership offers these
benefits:
Enrollment in any of the Access TV workshops/courses;
Use video equipment and facilities for a specified period of time without charge provided
the production is for Access TV channels (after student is certified to use equipment);
Submit programming for cablecast on Access TV’s channels (after student is certified to use
equipment);
Use computer lab during Access TV hours (after student is certified to use equipment);
Rent equipment and facilities for personal or commercial use (after student is certified to
use equipment).

Program Sponsors, Underwriters, and Supporters of Access TV
Access TV seeks funding from many sources in order to support its operations. Donations from
individuals, foundations, corporations and businesses are tax deductible and are gratefully
acknowledged on Access TV’s channels, website, social media, and in other promotional materials.
Donors do not receive any goods or services for their donations, nor do they receive membership
benefits, unless such benefits are part of a special Sponsorship or Underwriting package. (See pages 16
and 17 for policies related to Sponsorship and Underwriting).
City of Salina/Salina County Users
The City of Salina, Saline County, USD 305, USD 306 and USD 307 automatically receive Access TV
organizational membership based on the list of names each institution provides. Access TV
memberships which will be determined by filling an Access TV organizational membership form listing
individual names. Any other employee of the City of Salina, Saline County, USD305, USD 306 and USD
307 wishing to join Access TV as an individual member may do so by completing an Access TM
membership orientation. Non-residents must have Executive Director approval. All other policies apply
to these members.

Access TV Producers
July 17, 1998. Updated January 23, 2017.
Policy:
Access TV is an electronic public forum that is open to all local citizens and groups. Individuals and
organizations that fulfill the requirements of membership in the organization may become certified
Access TV producers. Certified producers must maintain a current membership in the organization by
resubmitting their full membership dues on an annual basis. If no program is produced during the two-
year period, the volunteer will remain a member, but must re-take the producer class again to become
certified. Volunteer community producers are solely responsible for the content of their programs.
Procedure:
To become a certified producer, a person must take the Access TV Producer class.
Producer certification is valid for two years from the date of certification and will automatically
renew if at least one show has been produced during that two-year period. If a producer has
been inactive for longer than two years, he/she must re-take the Access TV Producer class.
Personal Behavior and Disciplinary Action
4.1.10. Updated January 23, 2017.
Background:
Access TV is dedicated to open and honest communication among people in the City of Salina or Saline
County. Access TV provides a professional environment that is pleasant, healthful, comfortable, and
free from intimidation, bullying, hostility or other unlawful offenses which might interfere with any
volunteering at Access TV. Our philosophy involves respect and dignity, acceptance and awareness of
diverse ideas. From time to time, people of differing views and opinions will work side by side on Access
TV productions. Access TV values questions, different opinions and the expression of different
viewpoints. The following policy and procedures are designed to address situations involving personal
behavior toward and among staff and volunteers and toward equipment while working or volunteering
at the Access TV.
Policy:
Access TV and productions involving Access TV equipment are available at the discretion of the City of
Salina, Executive Director and the Board of Directors for Access TV. The staff reserves the right to refuse
service to any person whose actions hinder the activities at Access TV and include, but are not limited
to, disrespect of another’s opinion, harassment, bullying, verbal or physical abuse, misuse of equipment,
intoxication from alcohol or drugs, and/or disregard for Access TV policies and procedures.
Procedures:
1. Individuals who hinder activities at the Access TV will be given an oral warning. If the behavior
persists, they will be asked to leave the Access TV or the production site immediately by the
senior staff member present. The matter will be noted and communicated to the Executive
Director.
2. Individuals who again hinder activities at the Access TV will be asked to
leave the premises immediately by the senior staff member present. The Executive Director will
then send a written warning to the individual(s), stating that further exhibitions of such behavior

may result in decertification, sanctions, or revocation of privileges. The Personnel Committee
will also receive a copy of the written warning as notification of this action.
3. Individuals who again hinder activities at the Access TV will be asked to leave the premises
immediately by the senior staff member present and will be notified in writing of a suspension
of privileges at Access TV for up to 30 to 90 days. Personnel Committee will be notified prior to
sending a letter of suspension.
4. If an Individual again hinders activities at the Access TV following suspension, the Personnel
Committee will be notified and the individual will be notified, by letter of revocation of
privileges.
5. In the case of physical abuse or threat of abuse to equipment or people, the individual(s) may
have Access TV privileges suspended immediately and will be asked to leave by the senior staff
member present. This action does not require a written warning. The suspension will remain in
effect for up to 90 days. Depending on the incident’s severity, the Executive Director may
immediately and revoke privileges, or extend the 30 to 90-day suspension for such a period as
seems prudent. The Personnel Committee will be notified on this activity prior to suspension
activities.
Persons receiving a warning, suspension, or dismissal may appeal the discipline by following Access TV’s
written appeals policy as follows:
Appeals: The person against whom any steps of the disciplinary action have been taken may file
an appeal within 30 calendar days of the implementation of any of the steps of the disciplinary
action with the Executive Director, Chairperson of the Board of Directors, or the Chairperson of
the Personnel Committee. The Board Chairperson and Personnel Committee Chairperson and
one other member of the Board of Directors or from the community will hear the appeal within
ten calendar days and deliver a written decision within ten calendar days of the hearing. The
Executive Committee has final review and oversight authority on personnel matters, but there is
no further appeal available.
Anti-Harassment Guidelines and Complaint Procedure
Adopted January 23, 2017.
Harassment of any sort – verbal, physical, visual – will not be tolerated. Harassment can take many
forms. It may be, but is not limited to: words, signs, jokes, pranks, intimidation, physical contact,
violence, or bullying. Harassment is not necessarily sexual in nature. Any action, whether sexual or
otherwise, by anyone at Access TV or at an Access TV production site that creates an intimidating,
hostile, or offensive environment for other employees, members, volunteers, or the general public may
be considered harassment. Therefore, Access TV expects that all relationships among persons in the
media center will be business-like and free of bias, prejudice and harassment.
It is the policy of Access TV to ensure an environment without discrimination or harassment on the basis
of race, color, religion, political, gender, sexual orientation, gender identity or expression, national
origin, age, disability, genetic information, marital status, amnesty or status as a covered veteran. Access
TV prohibits any such discrimination or harassment.
Access TV encourages reporting of all perceived incidents of discrimination or harassment. If you believe
you have experienced harassment, report the incident immediately to the Executive Director or any
officer of the Board of Directors with whom you feel comfortable. It is the policy of Access TV to

promptly, fairly, and thoroughly investigate such reports. This investigation will take place with due
regard to the privacy of everyone involved. Based on the results of this investigation Access TV will take
the steps necessary to resolve the problem, which may include verbal or written, suspension or
termination of privileges.
It is the policy of Access TV to promptly and thoroughly investigate such reports. Access TV prohibits
retaliation against any individual who reports discrimination or harassment or who participates in an
investigation of such reports.
Definitions of Harassment Sexual harassment constitutes discrimination and is illegal under
federal, state and local laws. For the purposes of this policy, sexual harassment is defined, as in the
Equal Employment Opportunity Commission Guidelines, as unwelcome sexual advances, requests for
sexual favors and other verbal or physical conduct of a sexual nature when, for example a) submission to
such conduct is made either explicitly or implicitly a term or condition of an individual’s employment; b)
submission to or rejection of such conduct by an individual is used as the basis for employment
decisions affecting such individual; or c) such conduct has the purpose or effect of unreasonably
interfering with an individual’s work performance or creating an intimidating, hostile or offensive
working environment for employees, members, volunteers or anyone from the general public.
Sexual harassment may include a range of subtle and not-so-subtle behaviors and may involve
individuals of the same or different gender. Depending on the circumstances, these behaviors may
include unwanted sexual advances or requests for sexual favors; sexual jokes, violence, bullying, pranks
and innuendo; verbal abuse of a sexual nature; commentary about an individual’s body, sexual prowess
or sexual deficiencies; leering, whistling or touching; insulting or obscene comments or gestures; display
in the workplace of sexually suggestive objects or pictures; and other physical, verbal or visual conduct
of a sexual nature.
Harassment on the basis of any other protected characteristic is also strictly prohibited. Under this
policy, harassment is verbal, written or physical conduct that denigrates or shows hostility or aversion
toward an individual because of his/her race, color, religion, political, gender, sexual orientation or
expression, national origin, age, disability, marital status, citizenship, genetic information or any other
characteristic protected by law or that of his/her relatives, friends or associates, and that a) has the
purpose or effect of creating an intimidating, hostile or offensive work environment; b) has the purpose
or effect of unreasonably interfering with an individual’s work performance; or c) otherwise adversely
affects an individual at Access TV or on an Access TV production site.
Harassing conduct includes epithets, slurs or negative stereotyping; threatening, intimidating or hostile
acts; denigrating jokes; and written or graphic material that denigrates or shows hostility or aversion
toward an individual or group and that is placed on walls or elsewhere on the employer’s premises or
circulated in the workplace, on organization time or using organization equipment via e-mail, phone
(including voice messages), text messages, tweets, blogs, social networking sites or other means.
Individuals and Conduct Covered These policies apply to all members, volunteers, employees,
whether related to conduct engaged in by fellow employees, members, or someone not directly
connected to Access TV (e.g., an outside vendor, consultant, volunteer, or customer).
Conduct prohibited by these policies is unacceptable at Access TV and in any production-related setting
outside Access TV, such as during external media programs, and business- related events.

Harassment Complaint Process and Policy Individuals who believe they have been the
victims of conduct prohibited by this policy statement or who believe they have witnessed such conduct
should document the incident in writing and then discuss their concerns with their immediate
supervisor, executive director, or board chairperson who will also document the discussion. When
possible, Access TV encourages individuals who believe they are being subjected to such conduct to
promptly advise the offender that his or her behavior is unwelcome and request that it be discontinued.
The incident should also be documented. Often this action alone will resolve the problem. Access TV
recognizes, however, that an individual may prefer to pursue the matter through complaint procedures.
Access TV encourages the prompt reporting of complaints or concerns so that rapid and constructive
action can be taken before relationships become irreparably strained. Therefore, although no fixed
reporting period has been established, early reporting and intervention have proven to be the most
effective method of resolving actual or perceived incidents of harassment.
Any reported allegations of harassment, discrimination or retaliation will be investigated and
documented promptly. The investigation may include individual interviews with the parties involved
and, where necessary, with individuals who may have observed the alleged conduct or may have other
relevant knowledge.
Confidentiality will be maintained throughout the investigatory process to the extent consistent with
adequate investigation and appropriate corrective action.
Retaliation against an individual for reporting harassment or discrimination or for participating in an
investigation of a claim of harassment or discrimination is a serious violation of this policy and, like
harassment or discrimination itself, will be subject to disciplinary action. Acts of retaliation should be
reported immediately and will be promptly investigated and addressed. Misconduct constituting
retaliation will be dealt with appropriately.
If a party to a complaint does not agree with its resolution, that party may appeal to the Executive
Director or Board Chairperson within 30 calendar days. False and malicious complaints of harassment,
discrimination or retaliation may be the subject to the appropriate disciplinary action. (See page 26 and
27 for Complaint and Appeals Policy and Procedure.)
Accessibility to Persons with Disabilities

Policy:
Access TV’s services and facilities are accessible to all people regardless of race, color, religion, political,
gender, sexual orientation, gender identity or expression, national origin, age, disability, genetic
information, marital status, amnesty or status as a covered veteran.
Procedure:
Special accommodations for training or other needs must be requested five (5) days in
advance by contacting the Executive Director
Access TV will attempt to accommodate people with a variety of special needs. There are
some areas designated “Non-public Areas”, these areas include part of the second and all of
the third floors of the facility and the basement.

Accidental Injury
4.1.10. Updated January 23, 2017.
Policy:
It is the policy of Access TV to protect staff, members, and volunteers from accidental injury while at the
Access TV facility or while working on an Access TV related activity away from the Access TV office.
Procedure:
If an injury occurs at Access TV or away from Access TV during an Access TV related activity, the
injured party must notify the staff member in charge immediately.
The injured party must seek appropriate medical attention, as soon as possible. If an injured
party requests medical assistance, an Access TV staff, if present, will contact 911 emergency
assistance immediately, or provide an escort to a medical facility.
The staff member or Executive Director in charge during the incident will complete an
Accident/Incident Report form. The form will be submitted to the Executive Director within 24
hours of the incident.
The Executive Director will notify the corporation’s insurance agent in accordance with current
guidelines.
The incident will be reported to the Executive Committee, within five working days.
Volunteer Training

Policy:
Access TV is an educational organization dedicated to the empowerment of individuals and
organizations in Salina to communicate using Access TV channels and facilities. Access TV strives to
achieve quality community programming by certifying volunteers, so they perform according to the
proficiency standards. Orientation and training classes will be offered to teach members and volunteers
how to become producers, how to operate studio equipment, how to operate cameras, how to do
audio, how to set up lighting equipment, how to edit programs, and how to produce a good quality
show. Every effort will also be made to help each member or volunteer become certified to the extent
they desire.
Procedure:
Orientation, Producer and Studio classes are offered on a monthly basis for no fee. Classes will
also be available on an individual basis first come, first served basis. when staff time permits.
Editing, camera, truck, audio, and advanced classes will be offered on a staggered monthly basis,
or when requested for a moderate fee. Individual classes will be available when staff time
permits.
All monthly classes will be published on the Access TV website in advance.
Specialized advanced classes will be made available as needed. Experts in the field may teach
these classes and therefore a fee to cover the cost of these classes may be charged.
Certification will be granted to members who have successfully met the requirements.
Volunteers are recommended to use equipment at least once a year to maintain proficiency on
equipment. Should a volunteer need more training they are recommended to retake classes.
Access TV staff will maintain a record of dates and content of training completed by volunteers.

Production
Programming on Community Access TV Channels

Policy:
Access TV is a logical extension of everyone’s First Amendment right to communicate using
technological media at the local level Access TV allows producers to speak for themselves and will create
policies to ensure a variety of points of view. Access TV is available for non-commercial programming.
Producers are solely responsible for the content of their program.
Any programming containing lottery information or commercial events, advertising, and/or
solicitation for profit making purposes will not be cablecast.
Programs from sources other than local producers may be cablecast, but must be submitted by
certified community producers. Such programming must contain a credit screen of at least 10
seconds in length which contains the producer’s actual name (no pseudonyms allowed) and a
statement indicating that the producer takes sole responsibility for the program’s content, as set
forth in the Production Agreement.
Producers must monitor the content of live programming during the entire production. For pre-
recorded programs, producers must take all appropriate steps to ensure that the content of their
programs reflects what the producer is willing to take responsibility for. Such steps may include, but
are not limited to, participating in the production and post-production processes, and previewing
the finished program prior to submission for cablecast.
Producers shall ensure that any participant in a program by phone, Skype, Zoom or other webcast
program, must give their name prior to being put on the air.
Programs will be scheduled by the staff of Access TV at the sole discretion of Access TV. Producers
who have indicated on their program proposal that their program is not suitable for children, may
have their program cablecast during FCC defined “Safe Harbor” hours when children are less likely
to constitute a significant portion of the viewing audience, typically between 10:00 p.m. and 6:00
a.m. When possible, acceptable mature programming will be preceded by verbal and/or text
information stating that the programming content is intended for a mature audience.
Programming that does not meet production quality standards of Access TV will be cablecast, but
may not be cablecast during Access TV’s prime time of 6:00 p.m. to 10:00 p.m.
Community bulletin board announcements must be requested in writing. Organizations can request
privileges to upload their announcements directly to the Bulletin Board. It is highly recommended
that announcement be submitted at least one week prior to the event.
Controversial Programming

Policy:
Access TV does not pre-screen or give “prior restraint” (suppression of material that would be published
or broadcast, on the grounds that it is libelous or harmful) on any program produced. This policy
concerns programming of questionable nature in terms of Constitutionally unprotected material

Procedure:
All programs are produced by volunteer producers who have been certified through the Access TV
producers class.
Producers must submit a complete, signed Program Proposal, Community Producer’s Production
Agreement and Equipment Usage Agreement form before beginning production.
Producers are responsible for obtaining all necessary copyright clearance and certify that the
program described in the Program Proposal and Production Agreement, contains no libelous,
slanderous, obscene or other unlawful material as defined by local, state, and federal codes; no
advertising nor promotion of for-profit ventures; no copyrighted material without permission; no
solicitation of donations; and neither lottery nor lottery information. The producer agrees to
indemnify and hold harmless Access TV its officers, employees and its agents from any and all
liability associated with the production or cablecast of the program, including copyright, libel,
slander, obscenity or any other potential liabilities. Producers are solely responsible for the content
of the programming created/submitted for cablecast on Access TV channels. (See Appendix A for
more information).
Access will maintain a library and will post links online to the Access TV website containing
informational resources to help producers understand the definition of libelous, slanderous,
obscene and other unlawful programming including “fair use” and copyright material usage. (See
Appendix A for more information).
Staff members or program viewers will inform the Executive Director should they become aware of
any potentially controversial programs.
If possible, the Executive Director will notify the Executive Committee of potentially libelous,
slanderous, obscene, copyright infringement, or other unlawful programming before it is cablecast.
Following cablecast, the Executive Director may pull the program from the content rotation, and
refer the program to the Executive Committee for action. The Executive Committee will determine
the appropriate course of action, which may include referring the matter to the Access TV attorney.
The Producer may be suspended until a determination is made.
In the case of improper copyright use or unlawful programming, producers may be subject to
suspension and revocation of Access TV privileges.
Program Proposals and Submission

Policy:
Access TV ensures access to facilities and channel time in an orderly and consistent manner, while
promoting diversity of programming.
Procedures:
The Program Proposal must be submitted to staff prior to beginning production.
Staff will verify the producer is certified, and check to make sure the form is signed and
complete. Producers should schedule equipment after approval.
Producers wishing to withdraw a program proposal must do so in writing or e-mail notification,
and shall state the reason for the withdrawal. Withdrawals must be submitted no later than six
months after the proposal is turned in.
Staff will enter the program as “In Production” in Cablecast; the completed original program
proposal is filed.

Program Proposals are good for 6 months.
Series Program Proposals are good for 12 episodes or 6 months, whichever comes first.
Each week a new weekly calendar for the Production Book will be generated which includes
reservations, equipment checkouts.
Every two weeks, staff will ensure that all old paperwork is removed and volunteer hours are
entered in the computer. It is the responsibility of the volunteer to report all additional hours.
When the Program is Complete and Submitted:
Producers will fill out and submit to staff the Content Submission form before the show can
be scheduled for cablecast.
Staff will enter the finished program information into the programming database. Staff will
notify producers by e-mail of cablecast dates and times within staff deadlines.
New program information and dates for cablecasting will be posted to the Access TV social
media prior to cablecasting.
All programs submitted must be in HD (High Definition) format in order to be placed on the
Access TV You Tube site.
New programs will be posted on the Access TV web page within one week of program
submission.
Producers may choose to submit programs on their own flash drive or online through
video/digital upload. When using these methods, a Content Submission form will need to be
completed and submitted in order to ensure program scheduling.
Equipment and Facilities Reservation

Policy:
Access TV makes television production equipment available to all Salina citizens on a first-come, first-
served, non-discriminatory basis. Access TV encourages new and diverse points of view.
Procedures:
A certified community producer may reserve equipment only if a program proposal has been
submitted and approved for the project. Equipment and facilities will be reserved by certified
producers on a first-come, first-served basis and can be scheduled for the current month and
the two following months.
Studio and editing facilities shall be reserved in 1 hour blocks.
Camera kits and additional equipment shall be reserved on a per case basis.
Additional reservations may be made within 24 hours of the proposed use if the equipment is
available. Use of the truck under this provision is not permitted.
The truck may be reserved five (5) days in advance. Usage will depend on staff availability and
producer certification.
If a certified producer schedules equipment and does not show for reservations three times
within a two-month period, without contacting the Access TV in advance, the producer will
receive a written warning. Should the producer fail to show for a fourth time within the same
period, without contacting Access TV in advance, the producer may lose scheduling privileges
for 30 days. Producers or volunteers should contact staff if they are late in returning equipment.

Underwriting and Sponsorship

Policy:
Access TV is a 501 c (3) non-profit organization and will, from time to time, develop sponsorships or
underwriting from private businesses or individuals in the community for events, productions, or grant
projects.
Underwriting programs will be used to cover production expenses for specific programs. Sponsorship
programs will be used to support Access TV programs.
Procedure:
Prior to seeking underwriting, sponsorships, or fiscal agent relationships, the producer
should meet with a staff member to review the procedures needed, develop a budget, and
discuss who they intend to approach for funding (to help ensure that businesses are not solicited
multiple times for funding). Staff shall make clear to the producer that should the total
underwriting funds raised for the production fall short of covering all expenses for the
production, the producer is responsible for covering the shortfall, not Access TV; and if there are
any funds left over at the conclusion of production, the funds become an unrestricted donation
to Access TV, and are not transferable to any other production.
Underwriting Policy

A copy of the underwriter agreement shall be given to the Executive Director, who will send a
thank-you letter to the underwriter. An invoice will be enclosed where necessary. The
underwriter’s name and address shall be added to the contact information database, with the
designation of “underwriter.”
When the agreement includes an “underwriter spot,” the producer shall produce the spot. If
desired, the producer may request assistance from the Access TV staff to produce the spot. The
spot shall conform to the following guidelines:
o Spots must be no more than 10 seconds in length.
o The spot must acknowledge the underwriter’s support of Access TV and the
program.
o The spot may include a brief generic, value-neutral description of the sponsor’s
business.
o Video of the business may be included as long as it does not promote the

Grant Policy

Access TV encourages producers to apply for grants to help support their programs. Access TV can be a
valuable partner on grant programs, however, producers are encouraged to review and follow these
policies.
Producers and members are required to visit with the Executive Director to fill out a Program Production
Agreement Form prior to submitting a grant application that involves Access TV.
1. Producers are allowed to submit a grant separate of Access TV. If Access TV facilities or
equipment is used in the grant, all Access TV policies apply for the grant project like any
individually produced program.
2. Producers who want to submit a grant and include Access TV as a collaborator are allowed to
pursue this kind of project which can be advantageous to the producer because Access TV has a
published fee structure that can be used for in-kind contributions by Access TV to the grant
project. The Access TV published fee structure may be included as part of a grant budget for
projects that do not allow for in-kind budget support.
3. Access TV has a published overhead expense of 15% for grant projects where Access TV serves
as the fiscal agent and this overhead should be built in the grant proposal if allowed for those
projects where Access TV does bookkeeping. Progress and final reports should also be allocated
within the project grant budget after conferring with the Executive Director.
4. All grant projects involving Access TV as a fiscal agent or collaborator must be negotiated in
advance and include a written Access TV Program Production Agreement Form.
5. Grant projects over $10,000 should include Board notification and approval before submission.
6. Access TV Board members are required to follow conflict of interest guidelines if involved with
grant projects.
Fee-For-Service Productions

Policy:
Access TV is committed to providing training, equipment and channel time to community groups to get
their message out through the use of electronic media. We recognize, however, that not all community
groups have the time, resources, or manpower to participate in training classes and produce
programming on their own. Access TV offers technical production services on a fee-for-service basis
exclusively to non-profit organizations who are organizational members of Access TV. The program
content remains the responsibility of the participating community groups.

Policy:
Access TV staff will only provide technical production services (i.e., camera work, editing, etc.)
The non-profit organization shall be responsible for the content of the program (although Access
TV staff may give advice upon request).
All programs produced utilizing Access TV staff on a fee-for-service basis must be for cablecast
on Access TV. For example, Access TV will not accept fee-for-service proposals for such projects
as training videos (unless prepared for cablecast on Access TV), fundraising videos, etc.
Production time for fee-for-service productions will be designated by Access TV staff and will be
available under prevailing policies concerning equipment reservations.
All normal production policies and procedures shall be followed by the non-profit organization.
The program producer must be a certified Access TV producer.
Contracts and program proposals must be signed by all parties before production begins.
The copyright in the program shall be owned by the non-profit organization.
Hourly rates for fee-for-service productions will be set by Access TV in its sole discretion. Rate
cards are available on request.
Equipment Repair/Replacement Fund

Policy:
Access TV makes television production equipment and facilities available to the citizens of Salina.
Volunteers who use the equipment and facilities are required to sign an Equipment Usage Agreement,
and assume responsibility for the equipment while in their possession. Access TV has established an
Equipment Repair/Replacement Fund to help defray the expense to a volunteer in the event damage is
caused to the equipment while in their possession.
Procedures:
Volunteers shall have the option of contributing $25 per year to the Equipment
Repair/Replacement Fund which will be reported as a separate line item on financial reports.
This contribution may be made at any time prior to equipment checkout, but preferably at
membership renewal.
Should damage be caused to Access TV equipment and/or recording media while in a
volunteer’s possession, it shall be reported to a staff member upon equipment check-in. Access
TV staff will assess the damage, get an estimate of repair or replacement charges, and report an
insurance claim if necessary.
Volunteer reimbursement to Access TV of repair/replacement charges will be waived up to the
amount of the repair/replacement charge or the amount in the Equipment Repair/Replacement
Fund, whichever is less. If the amount in the Fund does not cover the repair/replacement
charges, the volunteer shall be obligated to pay to Access the remainder of the outstanding
repair/replacement charges.
Volunteers who choose not to contribute to the Fund must pay to Access 100% all
repair/replacement charges as a result of damage incurred to equipment while in their
possession.
Failure to cover damages or loss of equipment could result in sanctions, loss of privileges, and
legal action.

Community Video Programming on the Internet

Access TV maintains a website to provide information about the organization to the public. As part of
this website, Access TV has a limited amount of server space which is made available for selected
community programming to be accessed and viewed over the Internet.
Procedures:
Producers may indicate if they want a live program webcast live from the Access TV website.
Live programs will be automatically archived unless special effects make this difficult.
Administration
Financial Reporting

Policy:
Financial reports are generated each month for the Board of Directors and for the corporate records by
the Executive Director or the Access TV Board Treasurer.
Procedure:
Following monthly reconciliation of the bank accounts by the Accounting Firm, the Executive Director
and Access TV Board Treasurer can request the following generated reports:
1. Balance Sheet reflecting account balances at the end of the previous month

Procedure:
1. The General Account is used for operating expenses, which are categorized and accounted for
using an accrual method. This account requires two signatures from the Officers or the
Executive Director.
2. The Petty Cash Account is used to cover on the spot and office expenses, which are
unpredictable and cannot be planned for through normal billing methods.
3. Other accounts may be opened from time to time to segregate monies or to otherwise serve the
purposes of the company.
4. A petty cash account is maintained to receive cash sales of merchandise or classes. Receipts are
given and deposits are made every two weeks to the general account.
Certificate of Deposit Accounts

Policy:
Access TV shall maintain a reserve account when a surplus of cash exists. These funds may be invested
in certificates of deposit. These funds shall be designated by the Board of Directors as restricted and
may not be used for any other purpose until the Board authorizes the release of such funds.
Procedure:
1. As maturity dates approach on current Certificates of Deposit, the Executive Director will call
local banks to obtain specific information to reinvest the CD at the best interest rate possible.
2. Once a bank has been selected to reinvest the CD, the Executive Director will close the current
account and move the principal amount to the bank with the best interest rate. Any remaining
interest money will be deposited in the General Account.
Company Credit Card Usage

Policy:
Access TV has credit card accounts available as a payment method for purchases. The account will be
used for purchases such as capital equipment, items ordered by phone and/or delivered by mail, and
travel expenses incurred by employees. Other types of purchases may be approved.
Procedure:
1. Credit card purchases must have prior approval by the Executive Director or Access TV Board
Treasurer. Credit card purchases over $5,000. must be approved by the Executive Committee.
Any staff making an unapproved credit purchase shall be held personally responsible for such
charges. Further, making unapproved credit card purchases may be considered theft of
company property and may constitute grounds for immediate dismissal without warning.
2. Any staff member wishing to make a credit card purchase must fill out a Credit Card Usage
Approval form and submit it to the Executive Director (or a Board officer in the absence of the
Executive Director, or for Executive Director purchases) for approval. Upon approval, the card
will be issued to the staff member, and must be returned immediately after making the

purchase. For security reasons, the credit card will remain in a locked file cabinet in the Access

3. Monthly statements shall be routed to the Access TV Board bookkeeper and included in monthly
board financial reports. upon receipt. Access TV bookkeeper shall then reconcile the statement
with all outstanding Credit Card Usage Approval forms.
4. All monthly credit card charges will be paid in full prior to monthly due dates.
5. Should an unapproved charge appear on a statement, the Executive Director will try to
determine the origin of the charge, and if necessary, dispute the charge with the credit card
company.
Government Meeting Recording

Policy:
Access TV will provide digital recording, cablecasting, webcasting and archiving of government meetings.
Procedure:
Coverage of government meetings will be digitally recorded and cablecast upon request from
City staff. Irregularly scheduled meetings will be filmed based on staff availability.
An Access TV staff member will set up the digital cameras, operate the equipment, adjust audio
equipment and record the meeting. There will be a 30 minute set up time, a 30 minute clean up
time and a one-hour recording time for a minimum staff time of two hours for each government
meeting.
Telecasts will be restricted to gavel-to-gavel coverage, with no editing. Opening and closing
titles, dates and other supporting information may be added.
No recording or televising of any closed sessions will be allowed.
Only the public official or member of the public, recognized by the chairperson may be shown in
a close-up shot. No extraneous shots or “reaction” shots will be recorded.
Cablecast copies of the meeting will be available and used to cablecast on the Access TV channel
20. The cablecast program will be maintained in an archive.
Access TV will also webcast all government meetings. Meetings which are carried live on the
Access TV will be webcast live as well. All government meeting will be available for on-demand
webcasting for a minimum period of three months following the date of the meeting.
An invoice for the staff time will be delivered to the requesting agency once per quarter, for
meetings held the previous quarter.
DVD Duplication

Policy:
Access TV will make programs aired on Access TV available to the community on DVD when
there are no copyright restrictions. DVD duplication is provided to the community as a service
and is not intended to produce a profit.
Procedure:
Duplication Request Forms must be completed.

Duplication requests are $15 for each program and must be prepaid. The receipt is filed
in the receipt book or filed electronically for all credit card payments.
The requester should supply the name of the program, producer, date aired or some
other positive identification of the program.
The duplication request must have the name and phone number of the requester.
The duplication request is placed in the tray basket.
A label is made for the specific program requested.
The copy is made. After the copy is verified, the label is placed on the copy.
The DVD is mailed to the requester unless indicated otherwise.
When the DVD is picked up or mailed, the receipt is given to the requester, the date the
DVD was picked up is noted on the request from and form is filed.
Reimbursement for Use of Personal Vehicles for Work Purposes

Policy:
When using a personal automobile for approved business-related activities, staff will be paid a
mileage allowance as set annually by the Board of Directors. Employees will need to submit a
weekly travel log in order to be reimbursed. The travel allowance will be approved by the Board
of Directors on an annual basis during their December meeting.
Employees may not be paid in advance for travel or related expenses. Checks will be prepared in
the next regular check run after expense vouchers have been submitted and approved by the
Board of Directors.
It is assumed that employees or members will exercise discretion when traveling and use
accommodations that are economical.
Reference the Access TV Employee Manual if further clarification is needed.
Other Expenses Prior approval by the Executive Director or Board Chairperson is required for travel or
conference expenses. If a staff member incurs other expenses for business-related activities, Access TV
may provide reimbursement for such expenses. In all cases of expenses incurred by staff, a written
employee expense summary should be submitted to the Executive Director, or appropriate Board
Officer with the appropriate receipts to request reimbursement.

Upon request, copies of public records will be provided without charge other than a
reasonable fee for reproduction costs, staff time, and mailing costs. A fee of $.25 per page
is hereby deemed a reasonable fee. Such fees must be paid prior to release of the copies.
Copies may only be made by Access TV staff at Access TV facilities. Requests for such
records must be made in writing. Access TV staff shall act on the request within three (3)
business days.
All persons requesting to inspect public records shall provide their name and address, and
proof of identity prior to release of any record.
Access TV may refuse a request for public records if a request places an unreasonable
burden in producing the records or if Access TV.
Conflict of Interest Policy for Board and Committee Members
Adopted January 23, 2017.
It is important for Access TV directors, officers, and staff to be aware that both real and apparent
conflicts of interest or dualities of interest sometimes occur in the course of conducting the affairs of the
corporation and that the appearance of conflict can be troublesome even if there is in fact no conflict
whatsoever. Conflicts occur because the many persons associated with the corporation should be
expected to have, and do in fact generally have multiple interests and affiliations and various positions
of responsibility within the community. In these situations, a person will sometimes owe identical
duties of loyalty to two or more corporations. The purpose of the conflict of interest policy is to protect

the corporation’s tax-exempt interest when it is contemplating entering into a transaction or
arrangement that might benefit the private interest of an officer or director of the corporation or might
result in a possible excess benefit transaction. The policy is intended to supplement but not replace any
applicable state and federal laws governing conflict of interest applicable to nonprofit and charitable
organizations.
Conflicts are undesirable because they potentially or eventually place the interests of others ahead of
the corporation’s obligations to its charitable purposes and to the public interest. Conflicts are also
undesirable because they often reflect adversely upon the person involved and upon the institutions
with which they are affiliated, regardless of the actual facts or motivations of the parties. However, the
long-range best interests of the corporation do not require the termination of all association with
persons who may have real or apparent conflicts that are harmless to all individuals or entities involved.
DUTIES- Board directors, committee, and staff members have duties of responsibility that cover four
general areas:
A Duty of Loyalty to avoid conflict of interest within the Board including any appearance of
conflict. The duty of loyalty generally requires a director or staff member to prefer the interests
of the corporation over the director’s/staff’s interest or the interests of others. ;
A Duty of Care which includes careful oversight of matters of financial interest including raising
questions whenever something seems unclear;
A Duty of Obedience which makes sure the organization functions within the law and its own
policies and by-laws;
A Duty of Transparency which ensures that the organization is transparent in its operations
including appropriate information which is required to be made public.
In addition, directors, committee members, and staff of the corporation shall avoid acts of self-dealing
which may adversely affect the tax-exempt status of the corporation or cause there to arise any sanction
or penalty by a governmental authority.
In connection with any actual or possible conflict of interest, an interested person must disclose the
existence of the financial interest and be given the opportunity to disclose all material facts to the
directors and members of committees with governing board delegated powers considering the
proposed transaction or arrangement. Disclosure must occur on an annual basis. If a conflict exists, the
Board, staff member, or Committee member must recuse themselves from the discussion and decision
related to the matter and a full record of the discussion and votes kept by the recording secretary. In
the event a conflict is not disclosed, disciplinary action may be taken.
Each director, principal officer and member of a committee with governing board delegated powers
shall affirms that they have received a copy of the conflicts of interest policy, have read and understands
the policy, agrees to comply with the policy, and understands that Access TV is a charitable organization
and in order to maintain its federal tax exemption it must engage primarily in activities which
accomplish one or more of its tax-exempt purposes.

Emergency and Safety Policy
Adopted January 23, 2017.
Access TV’s policy for emergencies and tornado warnings are posted in the work area and shall include
these activities: (Also See Accidental Injury Policy on page 10.)
During any storm, listen to local news or a NOAA Weather Radio to stay informed about watches
and warnings.
Everyone should familiarize themselves with the Salina’s warning system about tornados.
The basement and the equipment room are safe Access TV locations for a tornado.
Access TV staff will have one practice drill each year. This drill will be documented.
Complaint and Appeals Policy and Procedure
Adopted January 23, 2017.
Any individual, community producer, or organized group with any complaint including programming
may seek action by filling out an online complaint form (Access TV web site), or submitting a completed
complaint form in writing to the Executive Director or Access TV Board of Directors Chairperson (Send

to: Access TV, 215 N 9 Street, Salina, KS 67401.)
Complaints can be filled out for any reason including technical issues with programs, program content,
policy violations, customer service issues, management, other any other issue a person feels is
important.
All complaints will be carefully reviewed and measured against applicable law, policies and standards
and addressed in the most logical and beneficial manner for all parties involved. If a complaint is related
to employment or management, applicable Access TV employee and employee and management
policies and procedures will apply for resolution.
Upon receiving a complaint, there will be a review made no later than 10 calendar days from date of
complaint. The complaint will be addressed by the Executive Director or Board Chairperson if addressed
to that position. In the event the Executive Director or Access TV Board Chairperson wants to involve
others in the resolution of the complaint, two other people (one from the Access TV Board Personnel
Committee and one from the Community or another Staff member) can be selected for determination
and resolution of the complaint. Official notification of resolution of the complaint will be made within
10 calendar days following resolution of the complaint and the notification will include information on
how to appeal the decision. All complaints and resolution of complaints will be kept in the Access TV
office as a file record and a confidential complaint report will be reported at monthly Access TV board
meetings (Summary of complaint and resolution with names excluded unless in executive session.)
In the event that Access TV (Executive Director and staff) receives a complaint which indicates that the
program may be in violation of its contract, the producer must agree to postpone playback until staff
can verify contract compliance. Subsequent play of the program in question will be postponed until
compliance with the Program Contract can be verified.
Access TV is not responsible in any way for the content of programming provided by members.
However, the Access TV Executive Director and staff will document program content complaints and
communicate viewer response to the program producer.

Appeals Procedures
Any complaint decision or grievance outcome can be appealed to the Access TV Board of Directors. This
appeal must be done in writing within 30 calendar days from complaint decision and the Board of
Directors will resolve the appeal before, or at their next board meeting, or within 10 calendar days
following the board resolution and notify the person making the appeal within 10 calendar days of
board resolution of the appeal.
