83-3648 Intent Form BIDA RESOLUTION EXPRESSING THE INTENTION OF THE CITY OF SALINA, KANSAS, TO
FORM A BUSINESS IMPROVEMENT DISTRICT PURSUANT TO THE PROVISIONS OF THE "BUSINESS
IMPROVEMENT DISTRICT ACT", THE SAME BEING K.S.A. 12-1781 TO 12-1793, INCLUSIVE.
WHEREAS, the Mayor appointed a District Planning Committee to study and
develop preliminary plans for the establishment and operation of a Business
Improvement District; and,
WHEREAS, the Committee, after consultation with the City Planning
Commission and other agencies of the City, has recommended that a Business
Improvement District be created; and, SO NOW, THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That it is the intention of the City of Salina, Kansas,
to form a Business Improvement District pursuant to the Business District
Improvement Act, the same being K.S.A. 12-1781, et seq., which shall be known as
"Salina Business Improvement District Number 1."
Section 2. That the proposed boundaries of the Salina Business
Improvement District No. 1 are as follows:
Beginning at a point being the intersection of the center
line of Eighth Street and the center line of Prescott
Avenue;
Thence North along the center line of Eighth Street to the
center line of Ash Street;
Thence East along the center line of Ash Street to the
center line of Seventh Street;
Thence North along the center line of Seventh Street to
the center line of Elm Street;
Thence East along the center line of Elm Street to the
center line of Fourth Street;
Thence South along the center line of Fourth Street to
the center line of Iron Avenue, said point being the
approximate center line of the Old Smoky Hill River Channel;
Thence Southeasterly along the center line of said river
channel to the middle of the block between Fourth Street
and Third Street;
Thence South along the mid -block line between Fourth and
Third Streets to the center line of South Street extended;
Thence West along the center line of South Street extended
to the center line of Fourth Street;
Thence South along the center line of Fourth Street to the
center line of Prescott Avenue;
Thence West along the center line of Prescott Avenue to
the center line of Eighth Street this being the point of
beginning.
Section 3. That a general description of the services which are
proposed to be provided by the City within the proposed Salina Business
Improvement District No. 1 is as follows:
To fund a staff member employed by the City of Salina.
Said staff member would be under the direction of the City
' Manager and shall be responsible to provide the necessary
planning, administrative and technical expertise for the
possible rejuvenation of the improvement district. In
addition, some funds may be used for architects, engineers
and other consultants as necessary.
Section 4. That the estimated annual cost of providing the services
specified in Section 3 during the next three years is $50,000.
Section 5. That the proposed method or methods by which the City
proposes to raise the revenues to finance these services specified in Section 3
is as follows:

NOTE: (1) Commercial shall include all retail, wholesale, service,
restaurant, vacant buildings, warehouses and similar activities.
(2) Professional shall include attorneys, the healing arts,
stockbrokers, real estate brokers, insurance agents and
similar activities.
Section 6. That a public hearing will be held by the Governing Body of
the City of Salina, Kansas, on August 24, 1983, at 4:00 P.M. for the purpose of
receiving comments from all businesses located within the proposed Salina
Business Improvement District Number 1 and all other interested persons.
Section 7. That the City Clerk is hereby directed to give notice of
the public hearing on the proposed establishment of Salina Business Improvement
District Number 1 in accordance with the provisions of K.S.A. 12-1787.
Section 8. That this resolution shall be in full force and effect from
and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 22nd
day of July, 1983.
