02-18-1986 Minutes MINUTES OF THE BOARD OF ADVISORS, BUSINESS IMPROVEI1ENT DISTRICT NO.1 A special meeting of the Board of Advisors, Business Improvement District No.1 was held in the City Commission Room 200, City-County Building, 300 I,Jest Ash Street, Salina, KS on Tuesday, February 18, 1986 at 5:15 p.m. The following advisors were present: James T. Graves, Chairman A. H. Anderson Colletta Johnson Pat Neustrom Robert Bostater, Vice-Chairman John Hauptli Gary Rumsey Gerald Shadwick John Heline Dan r~es t The following advisors were absent: Kurt Siemers Jerry Vanier Also present were City Commissioners, John Burgess and Sydney Soderberg; City Manager, Rufus Nye; Downtown Development Director, Ann Knowles; John Shaver, The Shaver Partnership; Nick Hoffman, Phi 1 Ray, Bob Vishneske and Paul 'Jarden members of the Board of Directors, Salina City Center, Inc.; Secretary Beverly J. Konzem, an Advisory Board Member; and approximately 12 Salina Citizens. The meeting was called to order by Chairman James T. Graves. The closing of the alleys report from the Design and Revie~.¡ Commi. ttee was received. Motion made, seconded and passed that the Business Improvement District No.1, accept, approve and adopt the recommended proposals of the Design and Review with the addition that the area behind the Jilka Furniture Store up to the south corner of the Salina Office Systems building be open to vehicle traffic. Discussion during the meeting. Rufus Nye stated that when the proj ect started all the alleys weY'e to be free of vehicle traffic. Bob Vishneske stated that opening up the alleys for some and not others was not the right solution. Bud Jilka stated that his business and his neighbors would be hurt if the alley were closed to vehicle traffic. James Graves stated that the Design and Review Committed sat in meetings for 16 hours to try and accomplish a solution to the alley question. They tried to hear all concerned parties. John Burgess felt that limited access might be the answer. John Heline stated the need for service areas. Sydney Soder~erg expressed concern about the alley drainage problem. James Graves stated that the alley drainage problem will be studied. Resignation Chairman Graves accepted the resignation of Dan West from the Board. Mr. West is moving out of state.
