Authorization for the Mayor to sign a Local Government Endorsement Form for the Salina
Community Theatre.
BACKGROUND:
The Salina Community Theatre is one of several local not-for-profit agencies which have taken
advantage of the Community Service Program (CSP) tax credit program of the State of Kansas.
In order to participate, local applicant organizations must have an endorsement of their project from
local government. The City of Salina has provided this type of endorsement for local agencies in
past years. There is not a limit on number of local agencies which may be endorsed. We may see
others in coming weeks. Deadline for submittal is May 7, 2004.
Enclosed is a copy of a letter from the Kansas Department of Commerce explaining the program, as
well as the form itself and excerpts from the SCT project application.
FISCAL NOTE:
There is no financial impact on the City. State approval would likely have a positive impact on the
organization's ability to raise funds from private contributors.
ACTION:
Motion to authorize the Mayor to sign the Local Government Endorsement Form, indicating that the
Salina City Commission does endorse the project.

Briefly define the geographic area served by this project and attach a map showing the boundaries of the service area.
The area served by this project encompasses the 70 communities and 30 counties throughout the state of Kansas defined as the
constituency area ofSTYP and SCT, with a predominant focus in the north central and western regions of Kansas. Salina
Community Theatre has the largest subscription base of any community theatre, and second largest of any theatre in Kansas,
including a significant number from the rural underserved populations of these areas. Although there are several smaller community
theatres in this area, they do not have to scope of programming provided by Salina Theatre for Young People and Salina Community
Theatre.
SECTION IV. POPULATION SERVED BY PROJECT
Describe (as fully as possible) the population served by this project.
The audiences of STYP and SCT match the ethnic diversity of the county and region. Ticket buyers are 95% caucasian (Saline
Countyis 88%), 2% black (County 3%), 1% hispanic (County 5%), Asian 1% (County 2%) and Other 2% (County 1%). A
significant number of counties served are rural with no access to the perfonning arts of any kind beyond local high schools. STYP
and SCT have a deeper penetration into the underserved rural populations and endeavors to broaden reach with its policy that no
child is refused admission to programs due to an inability to pay. Classes are 83% caucasian, 5% black, 5% hispanic, 2% asian, 2%
other.
STYP programs are priced for maximum accessibility with prices for student performances $2.00 each and adults $5.00 each.
Tuition costs have risen, but still remain lower than similar programs offered by theatres in Topeka, LawrenĊ, Wichita, and
Lincoln, NE. Again, accessibility remains critical in serving as broad a base of children as possible.

SECTION V. DESCRIPTION OF THE PROPOSED PROJECT
Briefly describe the purpose/need, function/operation, and anticipated impact/outcome of the project you intend to submit for
support through the Kansas Community Service program.
A. Purpose
The necessity of making live theatre and theatre classes available to as wide a spectrum of the population as possible is a
goal of Salina Theatre for Young People and Salina Community Theatre. To this end, STYP's policy is NO CHILD IS
REFUSED ADMISSION TO OUR PROGRAMS DUE TO AN INABIITY TO PAY. STYP endeavors to keep costs as low
as possible to facilitate accessibility of the art form and education. STYP tours annually to USD's in and around USD 305
(the 03-04 tour was A WOMAN CALLED TRUTH, the story of Sojourner Truth) at very low cost to regional schools.
STYP programs are, therefore, the only such programs affordable in smaller districts. The cost of the production deficits for
STYP are supported from other operational areas of the STYP budget. One of the methods of supporting STYP comes from
the STYP endowment. STYP is seeking to increase its endowment by $250,000 ($125,000 in KDOC&H tax credits) to better
support its programs and provide further accessibility to young people in the region.
B. Operation
STYP and SCT are the only sources of continuing live theatre and theatrical education available to much of the
population in north central and western Kansas. STYP serves as the only consistent source of theatre education in USD 305
grades K-8, and annual serves students in 19 USD's throughout the region. STYP receives no funding trom any USD (except
for the $2.00 admission price to resident productions). Transportation costs are also paid through STYP and not by any
USD. STYP and SCT programs outreach more deeply into western and north central Kansas rural populations than any
other theatre in Kansas. Because of its operating principle that no child is refused admission due to an inability to pay,
increasing demands are made on other operational areas to support ongoing educational programs. However, the value of
broad based exposure to live theater programs ahs explicit value to all who come in contact with them. Growth in the corpus
of the STYP endowment would make up a portion of this operational deficit.
C. Impact
The impact of improved funding will be threefold:
I. Improve the ability of the endowment to underwrite the operations ofSTYP that serve children throughout a 30 county
regIOn.
2. Allow greater access to low cost/no cost classes and productions to those in the greatest need. The Getty Foundation
Educational Report states that students involved in the arts perform demonstrably better on college admission examination
than students with no contact with the arts.
3. Broaden the positive impact on the quality oflife of those underserved and rural populations that reside within the
geographic constituency area of STYP and SCT.
