06-13-1991 Minutes 7 ACCESSIBiliTY ADVISORY BOARD June 13, 1991 Members attending: Howard Allen, Ernest Cole, Nell Hanchett, Michelle Campbell, Susan Duerksen, and Phyll is Anderson. Also attending was Sgt. Ron Styles of the Sal ina Pol ice Department. Minutes of previous meeting were approved with the change of Bill Ray as a member of the sub-committee to review the building codes rather than Mike Peterson. Sgt. Styles reported that the first traffic sl ips were given our beginning June 6 for the handicapped parking signs. The notices indicate people have 14 working days to comply with sign laws, but they have had a few requests from churches for an extension where they needed to have committee meetings. There are 300 lots to patrol. The pol ice will begin follow up calls after July 1 and hope to be completely finished with follow up and citations by the first part of September. The fine for illegally parking in a handicapped space is $15. Howard asked about citizens complaints for illegal parking. Sgt. Styles explained the procedure involved call ing the pol ice and having them come out then appearing in court as well as several intermediate steps. The fine is that adopted by the municipal ities through court and city commission under Standard Traffic Ordinance book. It was suggested that a larger fine might discourage people from parking in the designated spaces. The Board could recommend that the City Commission increase the fine. No action was taken. It was noted that the city asked for additional temporary spaces at the Bicenter for special events. The Board agreed we sti 1 1 need additional pub] ic education that the stripped areas block access ways or are needed for 1 ifts, and that they were not for motorcycles. Howard made a motion and Ernest seconded that Sgt. Styles be asked to return in September for an update. Motion passed. Sgt. Styles asked that he be reminded by letter of the meeting date and time. Michelle reported on Bicenter improvements. There was a question ont he design and designation of row and sections. Map provided was unclear on whether the space are on the main floor or higher. Are they mixed with non-handicapped seating? Michelle will request clarification and report at the next meeting. She will also ask about overselling the wheelchair seating area. Bi 11 was not present to report on the National Organization on Disabi 1 ities. Ernest noted that we have a statement about attendance at the meetings. Nell noted that some people have difficulty with a 4:00 meeting, and there was some brief discussion on changign the meeting time. The time was chosen by the Board members and could be changed. No action taken. Ernest made a motion to contact Peter to see if Bi 11 was interested in continuing on the Board. Howard seconded and the motion carried. Howard also asked for information to be covered at the meeting be distributed in advance so people would have opportunities to review prior to the meeting. Susan asked about the route from the park into the Bicenter. There are no curb cuts directly across from the Bicenter. She also asked about curb cuts on Schi 11 ing Road and sidewalks. She was advised to call the City Engineer's office to make her request. Board members were reminded that we have been asked to contact the city if there are areas that need to be prioritized for sidewalks and/or curb cuts. Other business The sub-committee presented its recommendations for modifications to the "Site Accessibi 1 ityl' codes. Howard made a motion that was seconded by Susan to accept the recommendations to forward to the city to be included in city ordinances. Was the grant approved/ If so, when will the changes begin? The group requested that they have an opportunity to review the design modifications at the next meeting. Meeting adjourned.
