05-14-1992 Minutes i , ACCESSIBILITY ADVISORY BOARD May 14, 1992 Members present: Michelle Campbell, Mary Ellen Rudick, Ernest Cole, Nell Hanchett, Robert Hunt, and Phyll is Anderson. Also attending were Mike Morgan, City of Sal ina ADA Coordinator, and guests Lana Jordan and Capt. Mike Hill. Minutes of the meeting of April 9 were amended to show that Michelle also was involved with the meeting at the Bicentennial Center. Ernest/Mary Ellen made a motion that the minutes be approved as amended. Motion approved. Old Business Lana Jordan described some of the efforts of the River Festival to increase accessibility to people with a variety of disabi I ¡ties. The permanent restrooms are accessibile according to city codes, but they will be adding several portable accessible restrooms. They are also asking people to call the Festival office if they have questions or special needs. The Bicentennial Center will be adding several accessible parking spaces in the area closest to the park and people may also request access to the festival grounds to deliver passengers then park at the Bicentennial Center. AIr printed materials will have the acessibil ity symbol and a note to call the Festial office for special requests. Festival materials will also be printed in Braille. One of the shuttles from the Bicenter is also accessible. Lana asked for two or three people to provide an on-site critique after the Festival. Michelle, Mary Ellen, and Phyll is were appointed to this role and Phyll is wi II contact Lana. Mike also talked briefly about additional efforts the city was undertaking to make the publ ic aware of opportunities to communicate accessibil ity needs or concerns. He also talked about reviewing the posts at the park entrances and the need to keep them there, if possible. He also noted that they would be looking at ways to improve the safety of the bridge near the Journal. Capt. Hill reviewed a survey conducted by the Pol ice Department on March 10, 1992, of the fines levied in other communities for parking in the accessible parking spaces. He felt that Sal ¡na's fine was much too low to be a deterent. Other communities. fines were; Lawrence $25, Hays $50, Manhattan $15, Topeka $32, Great Bend $5, and Junction City $35.50. He described a process in Lincoln, Nebraska were the fee is $77 and towing the vehicle. Ernest/Nell made a motion that the Board recommend to the City Commision that the fines be raised from $15 to $50 and that the amount of the fine be added to marking signs to aid in deterring people. It was amended to recommend that the cost and change in the sign be effective September 1. Motion approved. Mike will begin the process to get the recommendation to the Commission. We also discussed communication with businesses the reason for the change and a request for their é!ssistance. New Business Mike Morgan is replacing Peter Brown as our contact with the City. He also shared copies of the letters written to Dr. Tompkins and Mr. Morse offering the Board1s assistance in meeting ADA requirements. Mike also talked about changes being made in the new ramps the city was installing in the Crawford Street project and a texture that was being stamped into the concrete. Salina has spent approximately $100,000 in ramps over the past three years and they plan to èontinue to include accessibility modifications in their budgets. The City has chosen to lead the way in ADA compliance. There was also a discussion of the Blcenter seating. Only four requests were received for the last concert and it was decided that people standing were not a problem for the seats that were requested. Ernest/nel! made a motion we adjourn.
