BACKGROUND: The Kansas Housing Resources Corporation (KHRC) is accepting applications for the 2016 FFY Emergency Solutions Grant (ESG) Program. This grant is designed to prevent homelessness with a primary focus on enabling homeless persons to move toward sustained independent living. Applications are only accepted and considered from local units of government and are processed by the local government. Grant recipients include nonprofit organizations that are tax exempt under Section 501(c)(3) of the Internal Revenue Code. The organization must have an acceptable accounting system, voluntary board, and practice non-discrimination in hiring practices and the provision of services. KHRC has established a grant period of July 1, 2016 through June 30, 2017 for the 2016 FFY ESG. The application deadline is April 29, 2016. The ESG program is a federal block grant authorized by subtitle S of the McKinney Vento Homelessness Assistance Act and is administered by the U.S. Department of Housing and Urban Development. These funds are to be used for services to homeless and near homeless individuals and families in these major categories: • Payment of certain expenses related to operating emergency shelter facility; • Provision of essential services related to emergency shelters and street outreach for the homeless; • Provision of rapid re -housing assistance; • Development and implementation of homelessness prevention activities; and • Renovation, major rehabilitation or conversion of buildings for use as emergency shelter facilities. Funding can be used for five program activities, which include street outreach, emergency shelter, homeless prevention, rapid re -housing assistance, and HMIS (Homeless Management Information Systems). Eligible Activities Street Outreach Funds may be used for costs of providing essential services necessary to reach out to unsheltered homeless people; connect them with emergency shelter, housing, or critical services; and provide urgent non -facility -based care to unsheltered homeless people who are unwilling or unable to access emergency shelter, housing or an appropriate health facility. Emergency Shelter Funds may be used for costs of providing essential services to families and individuals in emergency shelters, renovating buildings to be used as emergency shelter for homeless families and individuals, and operating emergency shelters. Homeless Funds may be used to provide housing relocation and stabilization services and Prevention short-term or medium-term rental assistance necessary to prevent an individual or family from moving into an emergency shelter and prevent incidences of homelessness. ITEM NO: Page 2 CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE TIME 04/11/2016 4:00 p.m. ORIGINATING DEPARTMENT: Development Services BY: Gary Hobble FINAL APPROVAL: BY: Rapid Funds may be used to provide housing relocation and stabilization services and Re -Housing short-term or medium-term rental assistance necessary to help a homeless individual or family move as quickly as possible into permanent housing and achieve stability in that housing. HMIS Funds may be used to pay the costs of contributing to the HMIS designated by the Continuum of Care for the area including the costs of purchasing hardware, software licenses or equipment, obtaining technical support, completing data entry and analysis, monitoring and reviewing data quality, training, reporting, and coordinating and integrating the system. Administration KHRC as the recipient may use up to 7.5 percent of its ESG grant for the payment of administrative costs related to the planning and execution of ESG activities. This grant requires a 100% match by the recipient agencies. Each recipient agency must identify and make matching contributions to supplement the ESG program in an amount that equals the amount of funds requested/provided by KHRC. Agencies who have asked the City of Salina to submit a joint application on their behalf to provide for qualified services related to ESG funding are Ashby House Ltd., the Domestic Violence Association of Central Kansas (DVACK), Catholic Charities of Salina, Inc., the Central Kansas Mental Health Center and the Salina Emergency Aid/Food Bank. The City of Salina anticipates applications totaling requests between $250,000 and $350,000. The actual grant award is typically much less than the amount requested; usually about 40-45% of the requested amount. If funding is approved by the state and accepted by each recipient agency, a grant agreement will be signed between each recipient agency and the City of Salina. A grant agreement will also be signed between the City and State of Kansas. Funding will be supplied by the City as requested by the agency and reimbursed to the City by the State of Kansas. Once the application has been submitted, it will be reviewed by the Kansas Housing Resources Corporation and they will furnish us with a written decision. If the City of Salina is awarded ESG FFY 2016 funds, staff will present a report to the City Commission requesting acceptance and allocation of the award. The City of Salina has been successful in applying for and receiving grant awards for the Emergency Solutions Grant (formerly Emergency Shelter Grant) for over 16 years. In the past seven years the City of Salina has been awarded $464,000 in ESG funds which directly benefit individuals and families in need in our community. FISCAL NOTE: ESG awards typically include an amount for administrative costs to be reimbursed to the local unit of government to partially defray program related administrative expenses. Development Services staff process and validate quarterly reimbursement requests and maintain records for the grant. The City Commission recognizes their role and responsibility to provide the needed policy direction and resources to its administration. The city's administrative personnel are committed daily to transforming this direction and resources into the highest possible quality of services, consistent with the expectations of both the City Commission and the citizens of Salina. RECOMMENDED ACTION: Staff recommends approval to submit the 2016 FFY Emergency Solutions Grant application, on behalf of eligible Salina agencies, and authorize the mayor to sign the application and related documents included in the application.
