COMMISSION INFORMATION MEMORANDUM

ITEM OF INTEREST:
SALINA HOME AND GARDEN SHOW: February 13-15. We have reserved City of Salina
booth space at the 2004 Home and Garden Show in Heritage Hall (Booth #341). If you
would like to participate, we would be happy to schedule you. This is purely voluntary on
your part. Some Commissioners in the past have liked to be at a booth and talk with people.
As usual, a reminder that to avoid any problems with Open Meetings rules, only one
Commissioner should be in the booth at any time. Here are the hours for this year's show:
Friday, February 13 - 5:00 p.m. to 9:00 p.m.
Saturday, February 14 - 10:00 a.m. to 8:00 p.m.
Sunday, February 15 - 11 :00 a.m. to 5:00 p.m.
It won't be necessary for the booth to be staffed at all or any particular times, the decision
is up to you. If you are interested and available any hours on February 13, 14 or 15 please
bring your calendars on Monday, and we can take a few minutes at the conclusion of the
study to set your Home Show schedule. City information materials will be available at the
booth. Again this year, the Parks and Recreation Department will be sharing a booth with
the Commission. Also, Building Services, Household Hazardous Waste and the Fire
Department will each have booths nearby to assist with questions.
ADMINISTRATIVE BRIEF FROM MARTHA TASKER:
The City of Salina Water Treatment Facility has been either in a design or construction
phase for the last two decades. The final phase began construction in June of 2001 and is
nearly com plete. The capacity, i nfrastructu re and treatment processes have been u pg raded
to meet the water demand of the citizens, and commercial and industrial needs for the
foreseeable future. In addition, these upgrades allow the water system staff to produce a
very high quality water that meets or exceeds the US Environmental Protection Agency and
the Kansas Department of Health and Environment standards for an affordable cost.
This final construction phase included upgrading and expanding the existing plant monitoring
and filter control systems at the Water Treatment Plant. This work consisted of a new control
system for sixteen filters and installation of monitoring devices for all equipment at the water
treatment plant. The operator interface for these systems was to be located in the existing
laboratory area, which was scheduled to be converted to an operators control room.
Completion of the new laboratory area was necessary before any remodeling work could
begin in the existing laboratory area. It was estimated that the design and construction could
take as long as three more years. With that in mind, a decision was made to select the plant
monitoring and filter control systems equipment at the end of the construction phase. This
allowed city staff to obtain the most technologically advanced equipment available.

The existing filter control system consisted of a single computer system controlling all sixteen
filters. This system had no redundancy and replacement components and service were
virtually non-existent. The new control system has one modern touch screen computer and
programmable logic controller (pic) per four filters. This provided redundancy to the system
and provides plant staff with information on how the plant is functioning on a continual basis.

Four marble consoles were salvaged
from the original filter controls system,
wh ich was installed in the late 1950's. At
that ti me, the consoles contai ned various
control valves and piping that operated
the filter system. With the new system,
the marble consoles provide an attractive
enclosure for the electrical controls.
The Plant monitoring devices gather data
from all equipment; chemical storage
facilities and process structures.
Information on what equipment is running,
how the equipment is performing and
accurate quantities of chemicals is now
avai lable to plant staff on a conti n ual basis
at the comouter monitors.

In addition, a perimeter fence, public art component, sprinkler system and security system
have been installed. It is anticipated that all construction work will be completed and tested
within the next few weeks. As a result of two decades of systematic upgrades and
improvements, the City of Salina water customers can be assured they are being provided
a very high quality of water at an affordable cost. In addition, our public water system is well
prepared for growth and development, pollution control, security issues and additional
federal/state reg u lations.
