BACKGROUND: City legal counsel notified staff that the Governing Body concluded its annual review of the City Manager's performance and its periodic review of the City Manager's base salary during its February 8, 2016 meeting. Staff was asked to prepare this item in anticipation of Governing Body action relating to the City Manager's base salary. City employees generally are eligible in 2016 for a merit -based increase in base salary of up to three percent (3%), effective upon their respective employment anniversary date and dependent upon the results of their annual performance evaluation. The Governing Body has advised staff of its intent to award the City Manager with a merit -based increase in base salary of three percent (3%) retroactive to January 1, 2016, The City Manager's current base salary is $144,375.50. A 3% increase ($4,103) will result in a modified base salary of $148,707. The last merit adjustment to the City Manager's base salary was initiated in March 2015, retroactive to January 1, 2015. On January 1, 2016 a 2.5% cost of living adjustment was applied in the same method as all other employees. FISCAL NOTE: The fiscal impact of any modification of the City Manager's base salary will be equal to the amount of the change in the base salary, plus any expense to the City directly resulting from the change in base salary such as the City's share of the KPERS contribution, ICMA deferred compensation, and payroll taxes. CONFORMANCE WITH THE STRATEGIC PLAN: Goal #3: The City will provide the highest quality of services, consistent with governing body direction, available resources and staff commitment to quality. RECOMMENDED ACTION: The matters of evaluation of the City Manager's performance and the determination of the City Manager's base salary are strictly within the purview and discretion of the Governing Body, therefore, staff makes no recommendation. If the Governing Body chooses to award the City Manager with a merit -based increase in base salary of 3%, they may do so by approving the following motion: "Mayor, I move that the City Manager be awarded a merit -based increase in base salary of 3%, retroactive to January 1, 2016, and that the Human Resources Director take such actions as are necessary to implement the change."
