Award of contract for Project 14-3055, Centennial Road Improvements, dumper Road to the South
City Limits.
BACKGROUND:
The project includes removal and replacement of existing pavement, addition of curb and gutter,
addition of underground storm sewers, extension of a reinforced box culvert, and one 5' sidewalk and
one 10' multimodal trail/sidewalk. This project will match the street improvements built in the late
1990's to the north and provide for the completion of Centennial Road improvements through the
length of the Airport Industrial Park. Although Centennial Road is identified as an impact street in the
comprehensive plan this reach of road winds through areas zoned as 1-1, 1-2, and 1-3. Some complete
street amenities, such as wide sidewalks and bike lanes, are incorporated, but amenities generally
associated with an impact street, such as streetscaping or public art, were not incorporated into the
design. The city coordinated with adjacent property owners for construction sequencing and phasing.

Vogts-Parga Construction, LLC has successfully performed work for the City in the past, including
residential subdivisions Pheasant Ridge Addition No. 2, Stone Lake Addition, and Magnolia Hills
Estates Phase 4.
FISCAL NOTE:
The 2016 CIP budget shows an estimated $1.5 million project cost: $700,000 via general obligation
bonds and $800,000 via federal fund exchange. This CIP estimate did not include design fees or
expenses for advertising and legal fees for acquisition of right of way from the Airport Authority.
Design fees for the project were $56,911.00 and with a construction contingency of $56,260.53, the
total project cost is estimated at $1,223,471.18.

Action Item: The City Commission will maintain its commitment to the municipal organization by
providing direction and resources that will allow them to meet established expectations.
RECOMMENDED ACTION:
Staff offers the following options for the City Commission's consideration and recommends option 1.
1. Award the contract for Project 14-3055, Centennial Road Improvements, Jumper Road to the
South City Limits to Vogts-Parga LLC in the amount of $1,165,210.65 with an 5% contingency
($58,260.53).
2. Reject all bids and provide further direction to city staff.
