BACKGROUND: This project is part of the City's ongoing effort to add ADA compliant curb ramps at intersections where sidewalks exist without accessible ramps. Locations and areas are prioritized based on factors such as; proximity to a school, citizen complaints, current maintenance projects, and repair of existing ramps. A total of 45 ADA compliant ramps are proposed to be installed in the areas shown on the attached location map (37 installed in 2015, 50 installed in 2014). At the end of 2015, the total inventory of existing ADA ramps was 4,128. This project will increase the number to 4,173 and bring the estimated total number of ramps remaining to be constructed to 396. Bids were received for this project on Tuesday, February 2, 2016, and are as follows: Bidder Bid Lancaster Construction, Inc. Salina, KS $44,910.96 Vo is -Para Construction, Newton, KS $47,198.30 T&R Dirt, Salina, KS $47,910.99 Engineer's Estimate $44,842.75 The low bidder has satisfactorily performed work on many sidewalk projects in the past. FISCAL NOTE: The 2016 sub-CIP budget allocates $40,000 in Gas Tax funds for the ADA Ramps project. The remainder of the funds is anticipated to be made up with savings on future sub-CIP projects. COMFORMANCE WITH STRATEGIC PLAN: Goal 3 Action Item: Maintain a stable operating budget for the delivery of core public services, while investing as many financial resources as practically possible into maintaining and developing the public infrastructure. RECOMMENDED ACTION: Staff has identified the following options and recommends Option 1: Option 1. Award the contract for the 2016 ADA Ramps, Project No. 63089, to Lancaster Construction, Inc. in the amount of $44,910.96 with a 5% construction contingency of $2,245.55. Option 2.
