Award of contract for the 2016 Asphalt Mill & Inlay, Project No. 63095.
BACKGROUND:
This 2016 sub-CIP Street Repair major maintenance project consists of approximately 6.1 miles of
pavement milling and asphalt replacement on City arterial, collector and local streets, as shown on the
attached map. The top 1.5 inches of the existing asphalt pavement will be rehabilitated to preserve the
pavement section. When used with periodic crack sealing, microsurfacing, and chip seal, mill and inlay
helps to preserve and extend the life of asphalt pavement.
Included in this project are parking lot improvements at UaKdale Park (780 s.y.) at a cost of
$27,159.50. Also included is Iron Avenue from Delaware to Marymount, which was microsurfaced with
disappointing results last year. The Iron Avenue work is proposed to cost $145,053.70.
On Tuesday, January 26, 2016, bids for this project were received and are as follows:

The asphalt unit price of $65.00 per ton is a 7% increase from last year. As shown in the following
table, world oil prices are not a pure indicator of asphalt emulsion prices, but they do have some
correlation with the asphalt bid price.

Staff expected the asphalt unit price to be less than last year. Following the bid opening, staff
contacted an asphalt contractor in Wichita who purchased plans but chose not to bid due to other
commitments. They stated that much of the asphalt price is in transportation and installation and their
proposed bid costs will not be significantly different from last year's. This is consistent with APAC's
explanation of their bid price being similar to last year's.
Staff prepared a larger project than the proposed budget might cover in the event that prices were
significantly better than last year. Staff proposes to remove Ninth Street from the project to get the
project closer to the budgeted amount, resulting in a $963,024.09 project. Ninth Street will be
reassigned to a future year.
FISCAL NOTE:
The 2016 sub-CIP budget allocates $800,000 of sales tax funds for asphalt mill and inlay and $30,000
of gas tax funds for parking lot repairs. Staff proposes that the remaining funds for the project be
accounted for by savings from the Pavement Sealing ($12,679) and Microsurfacing ($120,405)
projects, which is shown on the attached Sub-CIP summary.

Goal 3 Action Item: Maintain a stable operating budget for the delivery of core public services, while
investing as many financial resources as practically possible into maintaining and developing the
public infrastructure.
RECOMMENDATION:
Staff has identified the following options and recommends Option 1:
Option 1. Award the contract for the 2016 Asphalt Mill & Inlay, Project No. 63095, to APAC-Kansas,
in the amount of $963,024.09, plus a 5% construction contingency of $48,151.20.
Option 2. Reject the APAC bid and give staff further direction.
