Building Services Division Gary Hobbie
The Development Services, Building Services Division began to see an increase in building projects in
2015 especially after the approval of the Unified School District Bond issue. While activities in the
residential construction area saw a slight increase we did see a larger increase in the new commercial
buildings arena. The Building Official, acting as the city plan reviewer, along with our residential plan
reviewer completed 843 building plan checks in 2015. These plan reviews number did not include the
preliminary plan reviews for city owned projects nor does it include Development Review Team
meetings with building projects. Our Planning staff completed 485 plan checks for the year which
means our five member staff completed 1,328 initial plan reviews, correction responses and post permit
issuance plan checks throughout the year 2015, these statistics will be reported at a later date.
As we conclude the 2015 construction year Sue Cline, Development Services Supervisor, has begun to
complete our end of year reports for each of our department divisions and has supplied us with the
following information about Building Services Division. Future information will include other divisions.

The increased number construction projects within the community have initiated interesting permit and
building valuation numbers from 2015, which will carry over into the 2016 calendar and budget year. It
is always a desire that new construction will affect our communities total assessed valuation in a
positive manner but with the minimal increase in new residential construction and commercial permits
issued we believe the assessed valuation total for the year will increase ever so slightly. The area of
which will have the most effect is the large amount of school projects which will not affect the cities
assessed valuation. As we reviewed 2015 and previous years, Sue developed the attached chart which
compares the number of building permits and the building values of those construction projects over
the past six years;

At our end of year review we find that there remain nearly 200 residential and 75 commercial building
permits remaining to be completed as all projects are in various stages of construction. When we add to
our present project schedule the anticipation of the new field house, downtown motel, the alley and the
continued renovations of downtown residential lofts and the desire for new residential units, we
anticipate our departments will continue to keep very full calendar schedules. While we continue our
present customer service policies and goals many times our staff will be stretched to make every plan
review, permit issuance, and inspection within past performance goals, but I know our staff will make
every attempt in assisting our building community grow.
