Stack B ITEM: Award of contract for 2016 Pavement Sealing, Project No. 63083. BACKGROUND: The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of our annual street repair program. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub -base material and aids in reducing a number of pavement problems to include: crack spreading; formation of voids under pavement; swelling and shrinking of sub -base materials; freeze -thaw action; alligator cracking; potholing; and complete failure. Because of its importance and cost-effectiveness, it is a goal of the Department of Public Works that each asphalt street is crack sealed about every five to seven years. Nearly 21 centerline miles of streets are planned to be sealed with this contract. About half of the above referenced streets will be chip sealed or microsurfaced under a different contract. Chip sealing and microsunfacing are different types of thin surface treatments that cover the existing pavement surface. The pavement cracks are sealed prior to being covered to delay their "reflecting" through the new surface treatment. Seven bids were received for this project on Tuesday, January 12, 2016, and are as follows: Bidder Total Bid Circle C Paving and Construction, LLC, Goddard, KS $169,753.38 APAC-KANSAS, INC. Shears Division, Salina, KS $172,828.03 Vance Brothers, Inc., Kansas City, MO $182,861.12 Pavement Management LLC, Lee's Summit, MO $190,952.32 Scodeller Construction, Wixom, MI $229,790.08 American Pavement Solutions, Inc., Green Bay, WI $232,379.26 Engineers Estimate $194,188.80 The low bidder satisfactorily performed the crack sealing for the City of Salina the last two years. Historical unit costs per Ib of crack seal material installed are as follows: 2011 - $1.08; 2012 - $1.21; 2013 - $1.10; 2014 - $1.09; 2015 - $1.049; and 2016 - $1.049. FISCAL NOTE: The 2016 sub-CIP budget allocates $192,000 in gas tax funds for the Pavement Sealing project. COMFORMANCE WITH STRATEGIC PLAN: Goal 3 action item: Maintain a stable operating budget for the delivery of core public services, while investing as many financial resources as practically possible into maintaining and developing the public infrastructure. Award the 2016 Pavement Sealing contract to Circle C Paving and Construction, LLC, in the amount of $169,753.38, with a 5% construction contingency ($8,487.67) to take advantage of good unit prices and complete more work.
