Gage, City Manager B ITEM: Continued discussion of future capital improvements and sales tax. BACKGROUND: Last week, staff presented information related to the City's current .4% special use sales tax, a summary of capital uses, future use considerations, the sales tax of comparable communities and policy considerations for the governing body. This presentation is attached. The purpose of providing this information is to help the governing determine an approach to funding future capital improvements for the community, taking into consideration the necessary utilization of sales tax resources instead of property tax resources. Last week, the governing body asked staff to provide examples of various sales tax source levels as compared to the estimated, future needs. This information, along with additional information for the comparable cities and prior election turnout information from 1990 to 2009 is attached. A request for updated election information has also been submitted to the Saline County Clerk. I have included a summary of the turnout results back to 2000. According to the county clerk, the turnout for the recent USD 305 school bond issue via special election, mail -in ballot was 50%. As mentioned last week, the cost was approximately $40,000. FISCAL NOTE: Not applicable. CONFORMANCE WITH STRATEGIC PLAN: Not applicable. RECOMMENDED CITY COMMISSION ACTION: Staff recommends the city commission provide any further guidance desired with regard to future capital improvement planning and use of the special purpose sales tax.
