SECTION 1. Annexation Sketches The present and proposed boundaries of the City, as affected by the annexation, the existing City streets, and the land use pattern in the area are shown in Exhibit A; present water mains are shown in Exhibit B; present sanitary sewer lines are shown in Exhibit C; and present storm sewer lines are shown in Exhibit D. SECTION 2. Extension of Service And Financing A. PUBLIC UTILITIES The tract is currently being used for mobile home sales and is presently utilizing city water and sanitary sewer. These utilities will be extended into the remaining area upon valid petitioning for the services by a minimum of 51% of the pro- perty owners in the benefit district and upon deposit of 50% of the total cost of the improvements, the remaining 50% to be assessed against the property owners in the benefit district over a 10-year period. B. PUBLIC SAFETY Fire protection will be provided immediately upon annexa- tion by the Salina Fire Department, Station #1, located .at 222 West Elm. Extending the Department's coverage to the area will not significantly increase expense and can be handled with the existing men and equipment. Therefore, no additional expense is anticipated for fire protection. Police protection will be extended to the area immediately upon annexation by utilizing the Department's existing equipment and personnel. No additional equipment or manpower is anticipated for protection of the area. C. STREET MAINTENANCE/CONSTRUCTION AND DRAINAGE SERVICE The area proposed for annexation has no dedicated streets and is currently being used for mobile home sales. Therefore, no additional expense will be required for maintenance at this time. If and when streets are dedicated to the public, the area will receive street maintenance and drainage service on the same basis as similar property in the area. These services consist of maintenance of approved paved streets and drainage systems. REFUSE COLLECTION The City currently has a policy of not collecting refuse for commercial uses. Therefore because of the present use of the area, no additional expense is anticipated. E. STREET LIGHTING If and when streets are dedicated to the public in the area, street lighting will be provided at no expense to the land owners on the same basis as similar property in the City. 'SECTION 3. Timetable For 'Services The timetable for the extension of each major municipal service is noted above. In summary police protection, fire protection, and refuse collection will be provided immediately upon annexation. The extension of the other services will de- pend on the property owners' petition requests. RESOLUTION NUMBER A RESOLUTION SETTING THE DATE FOR A PUBLIC HEARING FOR THE CONSIDERATION OF ANNEXING CERTAIN PROPERTY TO THE CITY OF SALINA, KANSAS. BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: That consideration be given to annexation of certain land to the city and that notice be issued and a public hearing be scheduled, by adoption, publication and mailing of the follow- ing notice: NOTICE OF PUBLIC HEARING ON PROPOSED ANNEXATION Notice is hereby given to any and all persons that a public hearing will be held to consider the annexation to the City of Salina of the following described land: Ail that portion of Kessler Addition to S~aline County, Kansas, except the East 325 feet, thereof, which is presently within the City Limits of Salina, Kansas, A sketch of the proposed annexation is attached to this notice. Said public hearing will be held at 4 o'clock P.M. on the 25th day of July, 1977, in Room 200, City-County Building, 300 West Ash, Salina, Kansas, by the City Governing Body at which time the City shall present a proposal for annexation, including a plan for extension of services to the area proposed to be annexed and hear comments from all interested persons.
