ITEM OF INTEREST
For the past year citizens of Salina and visitors alike have enjoyed the reconstructed
phase three corridor improvements of South Ninth Street. On December 5,2003 the City
of Salina received a national award from the American Concrete Pavement Association
(ACPA) for "Excellence in Concrete Paving Construction" in the major/minor arterial
category. The South Ninth Street Project was one of over eighty (80) applicants from
across the country that submitted projects and was selected as the "finalist project" in its
category. The project was selected over the other applicants due to several factors
including overall appearance, condensed project schedule, competitive bidding of
surfacing alternatives, innovative phasing/traffic control, and the public information efforts
through the use of the City of Salina website for bi-weekly project construction updates.
The City Commission approved the design contract for this project with Wilson &
Company on January 22, 2001. A bid letting for South Ninth Street took place on January
15, 2002 and on January 28 Smoky Hill LLC was awarded the construction contract; the
project began March 1 and was substantially complete on November 4,2002 with a total
project cost of $2.5 million.
This project has also received top honors from the Kansas Chapter of the American
Public Works Association (APWA) and the Missouri/Kansas Chapter of the American
Concrete Pavement Association (ACPA). The City of Salina Engineering Division is very
proud of this project, and would like to thank the City Commission and the citizens of
Salina for their support and contributions to the overall success of the project.
ADMINISTRATIVE BRIEF FROM JACK ROLFS
The Computer Technology Department continues to stay focused on our mission, which
is "To enhance our organization's ability to provide public services through the use of
technology". Following are some of the projects we have been working on since our last
administrative brief in October 2003.
We have spent many hours planning to change our network domain from a Windows NT
Domain to a Windows 2003 Domain. Planning and testing is going well and we plan on
making the move early in the first quarter of 2004. We have also been focusing on
implementing Windows 2000 on all non-server PC's in the City network and are 95%
done with that goal.
We have been working with the Fire Department to implement software that automates
the transfer of data between the AS/400 Computer Aided Dispatch system and the PC
based Firehouse system. This software was installed last week and we are currently

doing testing. We plan to go live before the end of this year.
We are also working with our Parks & Recreation Department to implement their new
RecWare software. We anticipate this software will be loaded and ready for use before
year's end. In-house training for this product is progressing this week.
Our public City web site continues to evolve as well. Recent changes include adding new
website pages for the Human Relations Department. Also, complete Planning
Commission Agenda packets are now available online. Feel free to check on these
