Dear Mr. Hoff:
Thank you for giving us this opportunity to propose and
provide our suggestions concerning rehabilitation of the
existing bridge at the location referenced above. We look
forward to serving the citizens of Salina.
(A) INSPECTION:
Our cursory inspection of the existing structure
indicates the following:
1 . There is some leakage of water through the concrete
deck. It appears that this deck does not need to be entirely
replaced, although surface deck repairs are needed at this
time. The last inspection on June 26, 1987 shows a Suffi-
ciency Rating of 99. We suggest a more thorough inspection
by chain-dragging and 3/4 inch chloride sampling in order to
make application for Federal participation.
The chain-dragging will indicate the total extent of
deck delaminations to date, plus those expected in the next
few years. Chloride concentrations in excess of two pounds
per cubic yard of concrete indicate a future rapid deteriora-
tion of the deck. This will determine the salvage value and
whether to replace the total deck. If the deck inspection
results in a structure sufficiency rating of 50 to 80, the
structure is illegible for Federal Bridge Rehabilitation
Funds; if the structure sufficiency rating is less than SO,
the structure is eligible for Federal Bridge Replacement
Funds.

2 . There is erosion at the abutment berms due mainly to
the failure of a storm outlet structure (headwall) . This can
be corrected with proper backfill compaction, and erosion
control .
(B) INSPECTION PROPOSAL:
We propose to inspect the existing structure in
accordance with and report the results to the Rural and Urban
Highway Department. Fees for these engineering services
shall be:
1) Basic Structural Inventory and Appraisal $300
2) Chain-drag deck and prepare drawing
showing delaminated areas (City to
provide Traffic Control) 2,700
3) Drill for ten (two in each span)
3/4" dia. chloride samples and report
test results (City to provide Traffic
Control , hammer drill, $ one laborer 1 ,200
Inspection Fee $ 4,200
(C) BRIDGE STUDY DESIGN ALTERNATIVES:
•
Rehabilitation of the bridge (a) or Replacement of the
bridge (b) will depend on the test results obtained
during inspection. We propose to study the inspection
results, prepare cost estimates and comparisons and
obtain a new Sufficiency Rating from the Kansas Depart-
ment of Transportation, Department of Rural and Urban
Highways. ' We will also then make recommendations to the
City.
Fee for performing Study $ 400
TOTAL (B) + (C) $ 4,600
(D) FINAL PROJECT DESIGN:
We propose to negotiate withithe City and enter into a
contract (an agreement) for the necessary engineering design
plans as desired by the City and agreed to by both parties.
We envision these future costs not to exceed $10,000.

ence and qualifications to provide the City of Salina this
needed bridge expertise. If you need other information or
desire a different approach to this project, please advise.

BETWEEN THE CITY OF SALINA AND MID-CONTINENT ENGINEERS, SALINA,
KANSAS, FOR THE INSPECTION OF OAKDA.LE BRIDGE NORTHWEST OF THE
BICENTENNIAL CENTER IN KENWOOD PARK.
BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas:
Section 1 . That the Mayor and City Clerk of the City of Salina are
hereby authorized to execute an agreement for professional engineering services
between the City of Salina and Mid-Continent Engineers, Salina, Kansas, for the
inspection of Oakdale Bridge northwest of the Bicentennial Center in Kenwood
Park to assess the structural condition of the concrete deck.
Adopted by the Board of Commissioners and signed by the Mayor this
28th day of March, 1988.
