Olson, City Manager Monday, July 26, 1976, Commission Meeting F-3: The streets Dean has recommended will utilize all of the funds available for slurry and machine overlay. H-l: We are sending you an additional copy of the bylaws in that you may not be able to locate the set that was previously sent to you. They are suppose to be ratified prior to the first advisory meeting, even though that had been previously set for last Monday. Urban Renewal Agency Agenda: #1: You can tell by the list of bills we are presenting that this particular function doesn't rank too high on our list of priorities. The only item that probably is not self-explanatory is the bill to Southwestern Bell. This related to pole and line changes committed at the time the property was transferred to Lightfoot for construction of their dog kennels. #2: I believe our discussion relating to proposed changes in the plan should probably remain rather general at this time. We are thinking of three amendments that relate to streets, the amending of three parcels of land out of the project area (Carver Center, Harriet Johnson and the Shaffer property located at the Northeast corner of Ohio and ]North Streets), and review of set back, loading and screening requirements. After visiting with staff, I would strongly recommend that these amendments be forwarded to planning for their input. We certainly want them to remain compatible with present and/or future zoning regulations. All City Commissioners July 23, 1976 Page -2- #3: We would also suggest that Wayne Montgomery's request for variance (he really means waiver) should also be forwarded to Planning. This will not make Wayne happy, however, this is the route he would be required to take if the original Urban Renewal Board were still intact. Also, we feel that his request also relates to the compatibility of present and proposed zoning. #5: The contract document required by HUD for legal services is some six pages in length. We will have to retype them on Monday. The only part that you are probably concerned with any way is that we have agreed upon a retainer of $250.00 per month and $20.00 per hour for any time over 20 hours, with a maximum of $500.00 per month. I doubt there will be very many'occasions upon which he will exceed the $250.00 retainer. P.S. I should probably also remind you of the 1:30 p.m. appointment with the Corps of Engineer personnel on the subject of the Smoky Hill River.
