6.1 Minutes 03-09-2015 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS March 9, 2015 4:00 p.m. The City Commission convened at 3:45 p.m. for Citizens Forum. The Regular Meeting of the Board of Commissioners was called to City-County Building. Roll call was taken followed by the Pledge of A silence. Those present and comprising a quorum: Mayor Aaron Householter (presiding), Commissioners Jon R. Blanchard, Kaye J. Crawford and Trent Davis. Also prese nt: Jason A. Gage, City Manager; Michael D. Schrage, Deputy Cit Bengtson, City Attorney; and Shandi Wicks, City Clerk. Absent: Commissioner Randall R. Hardy A P WARDS AND ROCLAMATIONS (3.1) The month of March, 2015 in the city of Salina. (6.3)Authorize Modification No. 2 of Agreements for the U.S. Environm (EPA) Community Action for a Renewed Environment (CARE) Level II St (6.4)Authorize the purchase of six wastewater pumps for Wastewater Co (6.5)Authorize the City Manag er to sign a request from the Kansas Department of Transportation (KDOT) to exchange 2015 federal funds for the Iro Project No. 13-3008. (6.6)Authorize the Mayor to approve Change Order No. 2 for the following Specia Agreemen ts: Drilling Support-Site Wide Remedial Investigation to Environmental Priority Services, Inc, in the amount of $3,872.00 (Revised Agreement Amo Drilling Support-Site Wide Remedial Investigation to GeoCore, Inc., in the amount $6,474.00 (Revised Agreement Amount $111,301.40). A DMINISTRATION (7.1) Second reading of Ordinance No. 1 5-10767 amending Salina Code Section 31-900 and 31- 1006 relating to the maintenance of weeds and grass nuisances an by the City of Salina. Mayor Householter noted that Ordinance No. 1 5-10767 was passed on first reading on March 2, 2 015 and since that time no comments have been received. 15-0071 Moved by Commissioner Blanchard, seconded by Commissioner Davis, to adopt Ordinance No. 15-10767 amending Salina Code Section 31-900 and 31-1006 relating to the maintenance of weeds and grass nuisances and abatement of violations by the City of Salina on second reading. O B THER USINESS Commissioner Blanchard note d the attendance of the commissioners at the Big Brothers Big Sisters Bowl for Kids Sake. Jason Gage, City Manager, noted the lack of motion by the commis Project at the last meeting and asked if the commission was still interes ted in an art feature for the project. Mayor Householter responded by stating that he would like to see an art element within the project. Commissioner Davis stated that he was in favor of a functional a Commissioner Crawford state d that she would rather see the original stamped concrete retain place of the art piece. Commissioner Blanchard was in favor of an art piece with the pie incorporated within multiple locations in downtown and budget to remain neutral. Mr. Gage aske d if the commission would like to have a study session on the Community Art & Design process. The Commission unanimously request ed a study session to review the Community Art & Design process. Commissioner Blanchard requested an executive session for lega l be added to the agenda. (9.1) Request for executive session (real estate/personnel). 15-0072 Moved by Commissioner Blanchard, seconded by Commissioner Davis, to reces s into executive session for 45 minutes to discuss matters pertaining to the acquisiti on of real estate for the reason acquisition of the real estate and for the purpose of discussing matters pertaining to non-elected City personnel for the reason that public discussion of the matter would violate the privacy r of the non-elected personnel involved and to discuss with legal counsel matters subject to the attorney-client privilege for the reason that public discussion of those ve the and reconvene at 5:05 p.m. The City Commission recessed into executive session at 4:20 p.m. and reconvened at 5:05 p.m. No action was taken.
