Olson, City Manager Monday, March 15, 1976, Commission Meeting I returned to the office yesterday after a brief bout with laryngitis and a manager's meeting in Junction City on Wednesday'and spent both yesterday and today playing the game of "catch-up" and don't appear to be to successful at the game. F-2: Dean has been having several problems with this request. By noon today, however, he and Gene Hinde appear to be relatively close to a workable compromise. He will give a verbal report on the subject Monday. F-3: I haven't had an opportunity to give much thought to 'the "Fix-up, ~lean-up, Paint-up" proposal or to seek ideas from staff. My initial reaction to the subject was -- o.k. (Whatever is right). We will try to have a few comments or ideas come meeting time Monday. F-4: This ordinance is a companion to the "Public Officials and Employees Liability" policy you authorized a couple of weeks ago. It is similar to one that Jack obtained from an Overland Park City Commissioner. I think all of us would agree it is something that possibly should have been on the books several years ago, also that it is necessary, even though the legislature now appears to be ready to pass a state law to this effect. F-5: This ordinance is an out-growth of a U.S. District Court case concerning the termination of water service for delinquent or non-pay- ment without first providing the pre-termination notice and hearing. We have always, I believe, satisfied the law concerning the notice, but we have not afforded the affected parties "an opportunity for a hearing". Other items: If all goes according to plan (and it seldom does) we are hoping to have a better hold on our Northeast Industrial Park Problems by the end of next week. I am hopeful that we will be able to, on staff, determine what plan changes should be considered and to the~make a trip to Kansas City, hopefully to obtain the steps one, two, three, four, etc. necessary to effectuate the change. All City Commissioners March 12, 1976 Page -2- We are also planning to forward to you in next wee~s packet a copy of the proposed Human Relations Ordinance along with staff comments about it generally, and to answer Ron Kizer's comments in particular. We also propose having the ordinance on the March 29 agenda for 1st Reading. As to the Personnel Manual, I only hope that you appreciate the effect that Civil Righ~Legislation has on such a document. The affect is substantial, not to mention the conflicting interpretations that are printed and or promoted by various bureaucrats at the federal and state levels. In our attempt to resolve some of these conflicts, you are aware that we requested CHJ Consultants to study our manual and submit their thoughts and recommendations. These were received a couple or so weeks ago. They are being "cussed and discussed" by staff, as these people have the time. We will have a copy to you absolutely as soon as possible. Benny York has advised that the liability policy has been ordered, the premium verified by the company, but they would not include the Housing Authority for coverage. Benny's source in Chicago told him that he did not know of any company that would include an Housing Authority.
