Staff l:
Tom Corwin called this morning stating that HUD's legal department
feels that they need a resolution from the City Commission identical
to the one passed last Tuesday by yourselves sitting as the Urban
Renewal Agency. We have placed it on as the first item on the agenda
so that we can easily extract this portion of the minutes and have
them prepared to be picked up by a HUD Representative at lO:O0 Tuesday
morning.
Kilbride's letter, of course, is a response to mine mailed to him
last week.
I am also enclosing for your information a copy of a waiver Larry
prepared for the Mid States Industrial Partnership. We also have
one prepared for Wilfam's signature. We are closing in on the date
when title can be transferred over to each of these parties. However,
.wewill require their signature on the waiver prior to such transfer.
There should not be a problem with either of them and if there is,
however, we will keep you posted.
I have visited with Jerry Simpson concerning your desires to meet
with Connie Achterberg and Dick Worth about the lawsuits. We are
suggesting that you plan this meeting for 3:00 p.m. March 15. This
will give us an attempt to review the Walthers and A&G files in an
attempt to determine why these were not allowed by the audit. We
will advise the news media prior to the meeting that they are not
welcome and that this meeting does relate to Urban Renewal litigation
matters.
WAIVER
KNOW AIL MEN BY TtIESE PRESENTS:
WHEREAS, R. L. Baril and Delbert B. Chopp are partners doing business
under the firm name and style of MID STATES INDUSTRIAL PARTNERSHIP, desire
to purchase from the Urban Renewal Agency of the City of Salina, Kansas,
the following described real estate, to wit:
Lots One (1), Two (2), Three (3) and Four (4), Block
Six (6), Northeast Industrial Park, an Addition to the
City of Salina, Saline County, Kansas,
which said real estate is located in and is a part of the Northeast Indus-
trial Park Renewal Projech, con~only known as K~nsas R-29.
WHEREAS, the Urban Renewal Agency for the City of Salina, t~lnsas,
adopted an Urban Renewal Plan for said area dated April 1968, u~]der which
plan certain site improvements street improvements and utility reloca-
tions were conten~plated as a part thereof; and,
WHEREAS, the Urban Renewal Agency of the City of Salina, Kgu~sas,
now contemplates the ~nendment of said plan so as to change certain street
improv~ts, site improvements and utility relocations, the exact nature
of which are unknown at this time.
NOW, %~[EF~RE, the undersigned, as a part of the consideration of
the purchase of the above captioned land, hereby agree as follows:
(1). Acknowledge that they are aware of the in-
tention Of the Urban Renewal Agency of Salina, Kansas,
to amend the Urban Renewal Plan for the Northeast In-
dustrial Park Renewal Project, Kansas R-29, insofar as
the same pertains to street improvements, site i~prove-
ments and utility relocations.
(2). Acknowledge that the contemplated amendment
to the Urban Renewal Plan Project Kansas R-29 will not
adversely affect the use of the above described property
for their intended use.
(3). Consent to the a~endn~nt of the Urban Renewal
Plan for the Northeast Industrial Park Renewal Project,
F~nnsas R-29, as contemplated by the Urban Renewal Agency
of Salina, Kansas
