In reply to your letter of 24 April 1970, asking about the fire flow
available at a site north of the Westinghouse plant location, I would
like to offer the following.
A fire flow test was taken by our Fire Department with the following
results: With one 2-1/2" nozzle open, the static pressure was 84
pounds; the residual pressure was 73 pounds which resulted in a flow
of 1,420 gallons per minute. Reducing this to a 20 pound residual
would give you in excess of 4,000 gallons per minute. This was off
a 12 inch line that has approximately 178 feet of head.
Our main line, located in the road, is a 24 inch cast iron line and
riding on this is a 1.6 million gallon reservoir that is fed directly
from our main water plant. In addition, if need be, water plant L'2,
located east of the proposed site (approximately one-half mile) could
be activated and produce in excess of 1,000 gallons per minute.
As to your question regarding the installation of a grease trap in
your proposed service facility, I have conversed with the Director of
Safety, Mr. McCabe and the plumbing inspector, iir. Turner, and they
advised me that any structure connected with the City of Salina water
supply will have to conform to all our City ordinances including permits
and inspections. It is their policy to review plans and specifications
on individual basis making the decision at that time as to the necessity
of grease .traps.
Since this property is in the county, our present policy in the Water
and Sewerage Department is that your client should provide in writing to
the City` Comaiission or City Manager, Mr. Nor is Olson their plans in
regards to connecting to our municipal water and sanitary sewer systems.

Dear Mr. Ricketts:
The connection charge to the existing water and sewer
mains, as described in your letter dated May 12, 1970, will
be $100.00 per acre for the property you acquire. This
charge is based upon the pro -rata costs of the system at the
time it was extended to this area, and was determined by the
same formula as though it were a benefit district developed
within the corporate limits of Salina.
Tap charges for a 12 inch service line connected to
this 24 inch main have been quoted to you to be $1163.36.
Your meter deposit or other meter arrangements can be re-
solved by contacting Mr. Ron Webster, our Director of
Utilities.
Connection of your sewer line to the seder main will
be your responsibility and at no tapping charge to the city.

Enclosed is your signed copy of our Water Well Road Connection
Agreement. This was signed by our City Manager, Mr. Norris Olson,
and the City Commissioners have agreed to delete Paragraph 11 of
the agreement.
According to the legal description of your property you own approxi-
mately 38.62 acres. If we delete that portion of the county road
right-of-way abutting your property, the figure is reduced to 36.63
acres.
When this area of land and other surrounding properties was improved
to provide water and sewer services, the City of Salina invested a
considerable amount of money in a water main and sewer line. The
equitable formula established at that time to amortize these installa-
tions was $100.00 per acre with a minimum of ten acres.
l In the past, this formula has been applied to other industrial sites
Ifor thei.r fair share of the investment, and I am sure Western Auto
Supply Company would expect to be treated the same. I hope you appre-
ciate the position of this.office as we have no authority to negotiate
the policy.

Dear Mr. Macrorie:
A copy of the executed agreement whereby the City of
Salina will provide fire protection commencing October 1,
1971, to the referenced facility, is transmitted herewith.
Due to the fact that the assessed valuation has not
been established, we will instruct our City Clerk to pro-
vide Western Auto an initial statement estimated on the
basis of 30% of $1,800,000.00 x 125% of the in -city mill
levy or 11.45. We have used the figure of $1,800,000.00
since the Building Permit was for $1,700,000.00 and does
not include other improvements or personal property. The
statement will be for $6,183.00. An adjustment can then
be made as soon as the Saline County Assessor provides us
with the actual assessed valuation.
Should you have any question,or objection to handling
the billing in this manner, please let us know.

I am in receipt of your letter dated December 16, 1975, in which
you ask for a refund of $2,471.33 on your rural fire contract
for your distribution center on Water Well Road near Salina.
In checking with the County Clerk, the records indicate an error was
made by them on your assessed valuation of personal property
and was corrected November 21, 1975.
In Kansas, we operate under the cash and budget law and an expenditure,
.under this law, would be a direct obligation against our budget. We have
no way of making this refund without this happening. I would like your
permission to carry this over on.your next renewal of your rural.fire
protection contract.
