FLOOD HAZARD AND. WATER POLLUTION STATEMENT. All the land to be acquired for the development of the proposed project lies within Salina's flood protection system. It has,been estimated that a storm slightly in excess of a 100 year storm will begin to flood low areas within the flood protection system. Pollution problems related to the development of the project are addressed in the development application. During the course of the Old Smoky Hill River Channel Study, samples of interior storm drainage runoff were takeh at several stations. It was determined that interior runoff containsl between 150 and 300 milligrams per liter total suspended solids. It was observed the longer the storm con- tinued, the lower the amount of suspended solids occurred in the runoff. The City I presently owns about 75 percent of the land adjacent to the old channel. Most of the private ownerships adja- cent to the channel have been allowed toldeteriorate, increasing the diffi- culty of the cleanup task and the accomplishment of the beautification element. Since the City owns nearly 75 percent oflthe land adjacent to the old channel and intends to acquire the remainder of the privately owned land adjacent to the old channel, access to the old channel for dredging and parkway construction will pose no problem. The sedimentation basin, the diversion dam and the sludge disposal line will be constructed on land presently owned by the City. These sitei are readily accessible for construction and operation activities. During the course of the Old Smoky Hill River Channel Study, it was determined that if the present rate of silting continues, the water supply to the raw water intake to Salina's water treatment plant, as shown on Attachment D will be terminated sometime' between 1983 and 1984. Seventy percent of Salina's water supply comesfrom the old channel, while thirty percent comes from wells. To the vast majority of Salina's citizens, the old channel, essentially a wetland with mud bars and aquatic weed growth, is aesthetically displeasing and is no longer available for public use as a recreation resource. The proposed parkway system will link six of Salina's present parks into one continuous system. Among the various features of the proposed parkway will be hiking and bicycle trails, recreation resources that, heretofore, have not been available to Salina Residents. For the most part, the Humbarger Loams occur on the nearly level to very gently undulating convex surfaces of recent flood plains and low terraces. Completion of the proposed plIject will provide recreation facili- ties, in the form of hiking and bicycI -I trails, not heretofore available to the public. Though not a part of this grant application, an important related long-term benefit directly connected with the p4oject is restoration of Salina's raw water supply to the Water Treatment Plant. The completion of the proposed project will destroy the existing marsh -like habitat created by the on-going siltation process, however, it will re- establish the riverine character of the old channel as nearly as possible without discomfort or displacement for either human or animal life. The City will receive benefits for yearsinto the future in the form of beauti- fication and recreational facilities which will enhance the quality of life for all its citizens. 7. A six-month extension may be granted. - Land currently zoned at the time of the adop- tion of the Plan and not developed within five years after the adoption of the Plan, shall be considered for rezoning (back zoning) in accordance with the Plan as may be re- vised at that time. A six-month extension may be granted. - In order that planning and zoning policies may be strengthened, it shall be the policy of the City to not consider the resubmittal of a zoning request which is essentially the same as the original request within any six- month period. j 1 1 Residential Development Policies ' Residential development shall be encouraged to be developed on the basis of a neighborhood unit or planning unit. Generally speaking, a neighborhood unit is about one square mile in size. It is recommended that residential develop- ment -be -encouraged to develop in accordance with the following policies: Each planning unit shall be of a size which can be served by one elementary school. Each planning unit shall be bounded by arterial streets instead of passing through the unit. - Open space parks and recreation areas shall be encouraged in a central location within each planning unit as possible. - Elementary schools shall be encouraged to be located in the approximate center of each planning unit. - Commercial areas intended to serve both persons within and outside the planning unit shall be located near the outer edge of the unit with good access to the peri- meter major streets. - Each planning unit shall be provided with a street system designed for its probable traffic load with the intent that through traffic within the unit will be discouraged. - Commercial development shall be discouraged in residential areas. Residential development occurring along major streets shall be encouraged to locate in a manner that will provide for limited access to the major street. This might be accomplished through the provision of a frontage road or designed with no direct access. - While recent trends have been to place limited multi -family residential in single- family areas, assurance shall be made that adequate facilities are available for the increased densities. Such facilities would include water, sewer, schools, parks and Multi -family development shall be encouraged to develop adjacent to at least a collector type street. - Multi -family development shall be en- couraged to provide or locate relatively close to parks and schools, and, if possible, existing commercial development. - Public facilities such as schools and parks shall be located on a collector street. - Residential development shall be dis- couraged from occurring in airport flight patterns as recommended by the Federal Aviation Agency. - Residential development shall be discouraged from occurring in areas subject to flooding (100 year frequency). - New residential development designed to contain commercial development likely to attract shoppers from outside the immediate area, shall be designed to pro- vide permanent easements to be utilized as buffers between the residential and commercial development. - All land to be developed shall be platted. Access to commercial development shall be carefully planned and controlled to reduce traffic conflicts. Abutting residential properties should be protected by permanent buffering ease- ments. Areas of commercial development shall provide for ample off-street parking and loading. The encroachment of commercial develop- ment into residential areas and the growth of shallow strip commercial development shall be discouraged. Commercial development shall be located on or adjacent to major streets (collector or arterial) with access from a frontage road. Commercial areas shall be protected from incompatible uses. Highway oriented commercial activities shall be discouraged from locating in the Central Business District for the purpose of strength- ening the CBD as a major regional shopping center. - Commercial activities of a nature likely to serve regional patrons shall be encouraged to locate in the Central Business District and discouraged from locating in outlying commercial areas such as neighborhood shopping centers. - Neighborhood shopping centers shall, be pro- vided but shall not conflict with the Central Business District. - Commercial development shall be encouraged to occur in concentrated areas. - Strip commercial development shall be discouraged. - Highway commercial facilities shall be encouraged to locate at strategic points and constructed off of a service road with controlled ingress and egress. Individual commercial development other than in the Central Business District shall be discouraged from requesting direct access. Industrial Development Policies It is recommended that industrial development be encouraged to develop in accordance with the following policies: - In order to maintain the position of a regional industrial center, the City should encourage diversified industrial development. - Suitable space shall be allocated and preserved for industrial development. - The concentration of industries in industrial districts shall be encouraged. - Industries shall be grouped according to operation characteristics and site requirements. - Exclusive industrial zoning shall be used to aid in the development of industrial park- like areas. - Land suitable for industrial development shall be protected from encroachment by residential land uses. - Industrial areas shall be separated from residential areas, wherever possible by major thoroughfares, streams or other buffers. - Industrial sites shall be encouraged to be made available in a wide variety of sizes on fairly level, well -drained land with convenient access to all municipal 'utilities and major thoroughfares, - Industrial areas shall be located with easy access to rail transportation and/or arterial highways. Industrial areas shall be located so that it is not necessary to route traffic generated by them through residential or commercial areas. Industrial areas shall be encouraged only in locations where utilities are available or can be made available easily. Industrial sites shall not be encouraged in areas with slopes greater than five percent. Industrial development shall not be encoura to occur in areas with soil problems unless special precautions are made.
