Re: Health Department Building
Dear Saline County Commissioners:
I write on behalf of the Salina City Commissioners regarding the respective interests of the County and
the City in relation to the Health Department Building (the "Building") and to propose a means of
cooperatively addressing those interests. While the Health Department and its ability to provide services
to citizens of Salina and Saline County is of great interest to both the City and the County, the immediate
proposal is directed exclusively toward prompt resolution of matters relating strictly to the Building.
The City recognizes the interest of the County as the owner of the Building in determining whether the
problematic components of the Building should be reconstructed or whether the Building should be
demolished. We trust that the County recognizes the City's interest in fulfilling its regulatory role in
assuring that any dangers presented by the Building are rectified as soon as reasonably possible.
As you know, the City engaged Richard Pikul,PhD., to analyze the cause of the structural phenomena
presented by the Building and the reconstructive work necessary to restore the structure to a safe
condition. Dr. Pikul had Riley Construction Company of Manhattan estimate the cost of that
reconstructive work. The City has previously provided you with that estimate. We obviously disagree
regarding the interpretation and application of the Memorandum of Understanding regarding the City's
maintenance responsibilities within the context of the problem the Building currently presents. In the
interest of putting those disagreements aside in order to arrive at a cooperative solution, the City is
willing to contribute $200,000 (approximately one-half of the estimated cost)toward whichever approach
the County chooses to pursue with the Building. In exchange, the current Memorandum of
Understanding regarding maintenance of the Building would be terminated and the City released from
any claims the County believes it may have against the City arising out of the Memorandum or any
/maintenance of the Building. The County would then be expected to provide a reasonable plan and
schedule to either restore to a safe condition or demolish the Building. If the County chooses to restore
the Building, the City is also willing to pay any restoration costs made necessary by the emergency
shoring constructed by Salina firefighters: If the County chooses to restore the Building and the Health
Department resumes operations in the Building, ongoing maintenance would be handled as a component
4- of the Health Department's operational budget.
• Do we approve offer that future maintenance would be handled by HD operational budget?
• The$200,000 offered is for reinforcement and stabilization costs only it does not include
replacement of interior finishes electrical work etc. To counter we would need to know
estimated costs for this repair or agree to a%share of expenses between city/county
Things to consider and research if Health Department becomes a county
department receiving 50 % funding allocation from city (no animal shelter)
o Need fiveyear.cominitment,.from City with years notice prior to ending agreement
o County pay schedule is not the same as Health Departments would need to make some
adjustments to "like positions" classifications.
o Health Department would need to change from City to County Health Insurance(this
could increase costs)
o Need to determine if county HR department would require more staff if an additional
50+employees were added to responsibility. -
o Need to review what impact of County paying HD bills and payroll would have on
current county finance staff.
o Would ¢onsoIidation.requirea reduction-in Health Department support staff?
o Would Health Department continue to process own mail or would it be processed
through County?
o Would county provide IT support or would HD continue to use current service?
o What impact would change to County's policies and procedures have on HD staff? (sick
leave,vacation and bonus needs to looked at)
