Study Session 2:30 p.m. - The City Commission will convene for a Study Session, the agenda
for which is attached. Members of the public are invited to attend this informal session and
discuss matters of interest with the City Commissioners during an "open forum" period from
3:45 to 4:00 p.m.

Debbie Weaver, Public Education Specialist with the City of Salina Fire
Department, will read the proclamation.
The week of October 5, 2003 as "Emergency Nurses Week" and the day of
October 8, 2003 as "Emergency Nurses Day" in the City of Salina. Emma
Doherty, Director of Emergency Services with the Salina Regional Health Center,
will read the proclamation.
The day of October 10, 2003 as "Put the Brakes on Fatalities Day" in the City of
Salina. Eric Drager, Traffic Engineer with the City of Salina Engineering
Department, will read the proclamation.

A public hearing to consider the vacation of a portion of an existing public utility
easement at the vacated Scanlan Avenue between Schilling Road and vacated

Second reading Ordinance No. 03-10169 establishing a moratorium on the
issuance of City-required permits for work on real estate to be acquired by the
City of Salina for the Grade Separation Project at North Ohio Street.
Charter Ordinance 33 exempting the City of Salina from the provisions of KS.A.
13-1024a pertaining to general improvements and the issuance of bonds.
Authorize purchase of recreation management software (from Active Network in
the amount of $16,089).
Award of contract for the Cloud Street Booster Pump Station Improvements,
Project No. 03-1413 (to Smoky Hill, L.L.c. in the amount of $56,600).
Consideration of local participation and cooperation with the Kansas Division of
Water Resources (FEMA) initiated project to remap the flood plain boundaries in
Salina and Saline County.
Consider authorization to proceed with a 2004 pilot program for curbside
recycling.
