Classified Pay Plan amendment to include the Animal Control employee classifications
BACKGROUND:
On 1/1/2014, seven employees from the Salina Animal Shelter transitioned to the City of Salina's
employ as a result of the Salina-Saline County Health Department dissolution. After review of the
responsibilities and requirements both of the Animal Control function and of several positions currently
in the Classified Pay Plan, the following titles and pay grades are proposed.

Animal Control Officer (4) J $13.70-12.83
Animal Shelter Assistant Supervisor L $15.08-24.07
Animal Shelter Supervisor 0 $17.50-27.94
Based on our review of the positions above, as well as comparing other positions in our organization
and in other communities, the Animal Control Officer position's recommended pay grade was
determined to be slightly higher than the starting pay at which the individuals were transitioned from
the Health Department. We will increase the pay to bring the individual(s) in line with the range above.
Of the proposed positions, the Animal Shelter Assistant I is currently vacant. Staff will review
operations and staffing prior to making a decision on filling this position, but wanted to include it in the
Pay Plan if it is determined best to fill the vacancy. Also included in Animal Shelter staff is a part-time
custodian. This position was not included above since custodial positions are already in the Classified
Pay Plan.
FISCAL NOTE:
The annual wages for the Animal Control division are projected at approximately $252,000.
RECOMMENDED ACTION:
Options:
1) Authorize City Manager to amend the City of Salina Classified Pay Plan to include Animal
Control employee classifications as proposed.
2) Authorize City Manager to amend the Pay Plan via another method.
Staff recommends Option 1.
