F-4 EOE Employment AN ORDINANCE RELATI~Z RID NON-DISCRIMINATION IN ~4PLOYM~f BY HEAD OF A DEPARTMENT, OFFICIAL AG~F, OR t/4PLOYEE OF THE CITY OF SALINA, ESTABLISHING PROCEDURE BY WHICH THE INTENT OF THE ORDIANCE BE IT ORDAINEqD BY THE GCUERNING BODY OF THE CITY OF SALINA, KAN- SAS: Sec~on 1. ~he Salina Code is hereby amended by adding a new Article to be designated as Article II of Chapter 16.5 whid~ Article shall read as follows: Article II Sec. 16.5-25. Discrimination prohibited: It shall be unlawful for tile head of any department, official agent, or employee of the City of Salina, Kansas, or of any department thereof acting for or on behalf of said City in any manner involving employment by said city to discriminate against any person otherwise qualified in employment or in tenure, terms or condi- tions of employment, or to discriminate in promotion or increase in compensation'; or to publish offers of or to offer employment based upon such discrimination; or to adopt or enforce any rule or employment policy' which discriminates between employees or prospective employees; or' to seek infolnnation relating to race, creed, color, sex, national origin or ancestry for any person or employee, as a condition of employment tenure, term or in connection with conditions of employment, promotion or increase ih cc~pensation; or to discriminate in the' selection or personnel training. Sec. 16.5-26. Notice of job vacancies: In order to insure non-discrimination in employn~nt opportunities, any department head of the City of Salina having authority to reconn~nd tO the city Manager the employ- n~nt of City personnel shall be required to list promptly with the office of the Human Relations Con~i- ssion any job vacant7 or vacancies .occurring within the area of his employment authority. The Director. of ~e Human Relations Commission shall up(~] receiving any job vacancy listing, prc~ptly post notice of such in public locations in at least three (3) places throu~- out the City. ~ne Director of Personnel shall provide a reco~nded advertisement setting forth the vacancy existing which shall be delivered to the Human Relations Conmlission at the same tim~ notice is given.' 5he Human Relations Commission shall be responsible for seeing that the proposed advertisement is given publication at least one and not more than two periodical news agencies with general circulation in the City. ~ne City shall be responsible for the payment of all advertising costs. No person shall be employed to fill any such vacancy within ten (10) days after listing the vacancy with the Human Relations Con~aission, unless in the opinion of the City Manager an emergency exists. Applications for vacancies listed herein shall be filed with the Director of Personnel. Sec. 16.5-27. Exceptions: 5he provisions of this ordinance s~hall not apply to part-tim~, temporary or seasonal employees. . Section 2. That this ordinance shall take effect an~ be in force from and after its passage, approval and publication in the official City News- paper.
