BACKGROUND: The Fire Department set a goal to progressively move forward with power assisted ambulance cots that would replace all the manual patient cots. The purchase and use of these requested items will assist in achieving that goal and allow the department to have consistent quality equipment on all seven of the ambulances. The ‘Power Cot’ is a battery-powered hydraulic system that raises and lowers the patient with the touch of a button. The powered ambulance cot dramatically reduces strenuous lifting and the associated risk of back injury. Medics experience frequent spinal loading due to repetitive motions such as lifting, lowering, carrying, and bending. Use of power cots has proven to reduce spinal loading, resulting in less injuries, lost or modified workdays, and workers’ compensation costs, and increased recruitment and retention. Replacement of the older stair chairs is similar to the benefits of the power cot. Stair-PRO is scientifically proven to reduce the risk of operator injury. Independent ergonomic experts found Stair-PRO users had less physical stress and risk of back injury than operators of any of the six major competitive chairs*. The operator position, adjustability of handles, angle of the track and the built-in descent control made Stair-PRO the safest chair in its product category. Stair-PRO has an innovated Stair-TREAD system that allows medics to transport a patient down stairs without lifting. The fire administration solicited quotes for the Stryker cot and stair chair: Fully Equipped Cot Stair Chair K & L Safety Products $12,870.00 $2688.00 Pro Med of Kansas $ 13,612.00 $3123.00 Stryker $ 14,801.88 $ 3036.88 CONFORMANCE WITH STRATEGIC PLAN: The City will continue to provide the highest quality of service, consistent with the Governing Body direction, available resources and staffs commitment to quality. FISCAL NOTE: The 2013 Vehicles and Equipment program as approved includes three power cots at a total price of $39,900. The purchase of one power cot and a stair chair as recommended will fall well within the budgeted amount. RECOMMENDED ACTION: 1) Award the bid for both the Stryker Power cot and stair chair to the low bidder: K&L Safety of Wichita, KS, in the amount of $15,558. 2) Reject the bid and provide direction to the fire administration. The fire administration is recommending the approval of Action Item #1.
