Petition No. 3421 - filed by Frank Norton for Star
Grain and Investment Inc. - requesting a full exit
and entrance thirty (30') feet in width onto South
Ninth Street from Market Place at a point 880 feet
south of the intersection of Magnolia Road and
South Ninth Street.
This request is for a full two-way break in the limited
access at the same location as the Ninth Street entrance into
the Mid-State Mall parking lot. I believe it would be a
mistake to allow a full entrance at this location as it
would in effect be creating another full intersection 880
feet south o~ Magnolia Road. When we first became aware
that this highway, with its limited access, was going to
be turned over to the City, we discussed with the Planning
Commission policies we would try to follow for access to
this roadway. The policy agreed upon, at that time, was
the use of frontage roads with a full turning movement
allowed only at quarter mile points.
I would suggest this access be broken at Parkway Avenue
with egress only from Parkway Avenue or Market Place onto
Ninth Street be means of a slip-off or acceleration lane.
