Second reading Charter Ordinance Number 28 exempting the City from the provisions of K.S.A. 12-868
and providing substitute and additional provisions on the same subject relating to combined water and
sewage system bonds.
Background
This ordinance was brought before the Commission for first reading on February 9, 1998 and was passed
at that time. Since then, no comments have been received.
The purpose of this ordinance is to provide provisions where the City could refund outstanding water and
sewer revenue bonds with general obligation bonds. Since it is a charter ordinance, there must be two
publications and a 60 day protest period before the ordinance becomes effective. The effective date
should be May 6.
Recommendation
Adopt Charter Ordinance Number 28.
