CIM- Police Department CITY COMMISSION INFORMATION MEMORANDUM October 3, 2013 ADMINISTRATIVE BRIEF FROM CARSON MANSFIELD POLICE DEPARTMENT Police Department Electronic Ticketing The Police Department began looking at electronic citations in 2007 in order to become more efficient. At that time the leader in electronic citations was a company named APS. However, there was no interface between the electronic citations software and New World, the software used by the City. Within a few years, several companies became competitive in the electronic citations market and in 2011 proposals were received. We closely explored these and in 2011 DigiTICKET's offer of $70,000 was accepted. New World then developed a working interface with DigiTICKET, and a 60 day trial of the product was completed in May of 2012. This electronic ticketing software utilizes a mobile handheld computer or handheld scanner connected to a laptop/MDC to scan violator driver licenses. This captures vehicle information and assigns violations and court dates to the violator. The handheld can capture an electronic signature, photograph, finger print, GPS coordinates and voice notes from the officer. Tickets can be synchronized from the handheld or laptop to a server via a cradle or wireless connection, where they can be managed and reproduced in PDF format. Reports can then be generated and ticket data electronically moved to both the Municipal Court and police Records Management System (RMS). This eliminates manual, redundant data entry. The server application is web based and can be accessed from any PC with an internet/network connection. Twenty-three mobile units and three handheld units were acquired without the use of tax dollars. All costs were paid from the police department's federal drug forfeiture funds. The cost break down follows: DigiTICKET $70,053.00 New World Interface $15.135.00 Full Court Interface $7,667.00 Printer Installation $2,200.00 Total Price $95,055.00 After much hard work and cooperative effort with Bryan Johnson, DigiTICKET, New World, Police and Municipal Court personnel; training began in earnest in August of this year. Automated processing of citations from the initial stop to Municipal Court became operational for all Patrol personnel this September. A process improvement analysis review found a savings of over 1000 hours per year in records processing for the Police Department. This does not include additional time saving for issuing Police Officers, Municipal Court, and the public. MONDAY'S MEETING Enclosed are other items on the agenda.
