Consider adoption of updated editions of building and related codes.
Back~round:
The Building Code Advisory and Appeals Board has been reviewing the
1994 Editions of the Uniform Building Code (UBC), Uniform Plumbing
Code (UPC), Uniform Mechanical Code (UMC), Uniform Fire Code (UFC)
and the 1996 National Electric Code (NEC) for over a year. The
attached ordinances reflect the adoption and modification of these
codes. The Board reviewed these codes with the Home Builders
Association, the Plumbers Association and many independent businesses
and contractors. A number of modifications from the model codes are
included in the ordinances. The major modifications consist of:
1)setting permit fees locally
2)allowing second grade students to be located on the second
floor of K thru 3 grade schools
3)not requiring parapets for single family attached dwellings
4)reducing the requirement for solid blocking of floor joists
and rafters on one and two story single family dwellings
5)allowing unvented gas logs and decorative heaters to be used
as long as they meet all the required safety conditions
6)reducing the required fire flows for existing subdivisions.
The recommended modifications reflect changes which are supported
by other national recognized standards. These changes should allow
local contractors greater flexibility and some cost savings without
sacrificing public safety.
Recommended Action:
The Staff recommends the adoption of the attached ordinances, 98-9852
(UBC), 98-9853 (UPC), 98-9854 (UMC), 98-9855 (NEC) and 98-9856 (UFC).
We feel with the proposed changes that the new codes will be a great
asset to building owners, contractors and City Staff.
