4355 Quail Meadows Estates Improvement City Clerk's Office Filed PETITION 4355 '13 FEB 27 Fx3:59 TO THE GOVERNING BODY OF THE CITY OF SALINA,KANSAS: We, the undersigned, owners of record of property located within the City of Salina, Kansas (the "City") do hereby respectively request that the Governing Body of the City create and designate an improvement district for the purpose of making certain improvements in the manner provided by K.S.A. 12-6a01,et seq. 1. The general nature of the proposed improvements are as follows: The curb, gutter, pavement and grading for approximately 322 lineal feet of Melanie Lane (the "Melanie Lane Street Improvements") and 835 lineal feet of Rittgers Lane (the "Rittgers Lane Street Improvements", and collectively,the"Street Improvements"). The installation of approximately 613 lineal feet of storm sewer pipe, inlets, and all appurtenances thereto(the "Drainage Improvements"). The installation of approximately 831 lineal feet of six-inch water main, 416 lineal feet of eight-inch water main, fire hydrants, valves, fittings, service connections for water lines and all appurtenances thereto(the"Water System Improvements"). The installation of approximately 847 lineal feet of eight-inch sanitary sewer main, service connections for sewer lines, manholes, and all appurtenances thereto(the"Sanitary Sewer Improvements"). 2. The estimated or probable cost of the Improvements is: Four hundred eight thousand seven hundred forty-five dollars and seventy-eight cents ($408,745.78). 3. The extent of the proposed improvement district to be assessed is: Lots 11 through 20, Block 5; Lots 2 through 11, Block 6 all in the Quail Meadows Estates Addition and Lot 1, less the south 125 feet, Block 1 of Quail Meadows Commercial Addition, all in the City of Salina, Saline County, Kansas. (the "Improvement District"). 4. The proposed method of assessment shall be: The lots in the Improvement District shall be assessed by front footage for the Street Improvements and Water Improvements, and by square footage for the Sanitary Sewer Improvements, and Drainage Improvements. 5. The proposed apportionment of cost between the Improvement District and the City at Large is: One hundred percent (100%) of the total cost of the Improvements shall be assessed to the Improvement District and no portion of costs shall be paid by the City at Large. The costs of the Improvements within the Improvement District shall be further allocated as follows: One hundred percent (100%) of Melanie Lane Street Improvements shall be assessed against all lots within the Improvement District; One hundred percent (100%) of Rittgers Lane Street Improvements shall be assessed to Lots 11 through 20, Block 5 and Lots 2 through 11, Block 6, Quail Meadows Estates Addition; One hundred percent(100%)of Drainage Improvements shall be assessed to Lots 11 through 20, Block 5 and Lots 2 through II, Block 6, Quail Meadows Estates Addition; The first $20,025.97 of the costs of the Water Improvements shall be assessed to Lots 11 through 2Q Block 5 and Lot 1, less the south 125 feet, Block 1 Quail Meadows Commercial Addition and the remainder of the costs shall be assessed against all lots within the Improvement District; One hundred percent (100%) of Sanitary Sewer Improvements shall be assessed to Lots 11 through 20, Block 5, and Lots 2 through 11, Block 6, Quail Meadows Estates Addition. 6. The signers of this Petition hereby request that the Improvements be made without notice and hearing as required by K.S.A. 12-6a04(a). 1 NAMES MAY NOT BE WITHDRAWN FROM THE PETITION BY THE SIGNERS THEREOF AFTER THE GOVERNING BODY COMMENCES CONSIDERATION OF THE PETITION OR LATER THAN SEVEN (7)DAYS AFTER FILING OF THE PETITION WITH THE CITY CLERK,WHICHEVER OCCURS FIRST.
