Pursuant to the City Commission's July 8, 2013 vote to institute a 90 -day
moratorium on residential special assessments and request of staff to schedule
study session discussions of the City's special assessment policy, staff has
prepared the attached discussion outline and is gathering the necessary
information to facilitate the requested study sessions.
Recognizing that elected officials, as well as members of the development
community, may have varying levels of understanding of special assessments,
the outline is intended to be informational /educational with considerable
background information. Time will be set aside at the end of each outline topic
for questions and answers. Discussion of policy considerations has been left as
the last item in order to provide the opportunity to fully present and discuss
special assessment prior to proceeding to policy discussions. Due to the urgent
nature of the request for study session discussions, this topic has been added to
the subjects intended to be discussed at the July 15th & 22nd study sessions.
