NEIGHBORHOOD RECREATION FACILITY DEVELOPMENT PROGRAM
I. PURPOSE:
To plan, develop and improve recreation facilities for residents living
in the North Salina Target Area (see map). This program will provide
total park facilities for all age groups throughout the Target Area
to be used to improve the outdoor recreational facilities that are
available in the Target Area.
To plan with the Recreation Commission a recreational program for
youth, adults and senior citizens throughout the year.
II. RATIONALE:
The Target Area is definitely in need of good outdoor recreational
sites and facilities. Children who live some distance from Hawthorne
School must find vacant lots and streets in which to play if they are
to receive any outdoor recreational fun. Young adults have no place
to take toddlers and teenagers must play in hot, closed-up gyms and
use private facilities to play tennis and other games. Elderly per-
sons have no place to participate in outdoor recreation and must sit
their lives out with very few opportunities to enjoy outdoor recreation-
al facilities (see Survey).
III. PROGRAM:
A . To find at least four suitable sites for Mini Parks in the Target
Area and to recommend suitable equipment for each park.

After some deliberation and study of various neighborhoods existing
in our part of town, the North Salina Redevelopment Association
has chosen four park sites in North Salina. The proposed neighbor-
hood mini-park sites will provide needed outdoor facilities for
youth and adults residing in each neighborhood site. Each park
site will enhance its neighborhood and not threaten the removal
of any residents from their present homes. Furthermore, no
resident living in the mini-park neighborhood site will have to
cross a major traffic artery found in North Salina.
Each particular site was chosen because of its accessibility and the
absence of any residential structures. The following are recommend-
ed sites for the mini-parks:
1. Corner of 12th and Hamiliton (Northwest mini-park) .
2. 1200 block of North 3rd Street (West Side).
1200 block of North 4th Street (East Side). (Northeast Mini-Park).
3. Corner of 4th Street and Forrest Avenue (East Side) (Middle
North East Mini-Park).,
4. Corner of Iron and 11th Street (Westside Mini-Park) .
B. Specific recommendations for the improvement of Thomas Park.
Thomas Park has traditionally been known as the "North End Park."

In the past it was well used by many residents of North Salina,

providing them with a convenient neighborhood park for outdoor
recreation.
Today the flood dikes and heavy traffic limit the Parkfs accessi-
bility and usefulness to persons who would most likely- support
its use. Presently the Park primarily provides a rest stop for
tired travelers and a small number of determined folks who enjoy
the tradition and atmosphere that is still a part of Thomas Park.
Desiring to see this "old rustic" park facility rejuvenated, the
following improvements are recommended:
1. A pedestrian overpass crosswalk.
2. Fencing running parallel to Ninth Street.
3. Side walks with protective fencing from Euclid North to the
northern border of the Park.
4. Reduced traffic to thirty (30) miles per hour.
5. Improve recreational facilities in the park.
C. To gather input from Target Area residents and make recommenda-
tions to the city Recreational Commission for desired programs .
D. To promote the construction and maintenance of parks and
facilities.
IV. EVALUATION OF PROGRAM:
The Special Projects Subcommittee will conduct an on-going needs
assessment of the Target Area and report semi-annually to the
North Salina Redevelopment Association and/or Citizens Advisory
Committee.

• SUMMARY OF THE MINI-PARK SURVEY
Conducted by the Special Projects Committee of the
NORTH SALINA REDEVELOPMENT ASSOCIATION
20 August 1974.
A total of 73 homes were visited with the number of adults and children/home
indicated as follows :

When asked if the people within the household would like to see a mini-park
in the neighborhood, there were 73 "yes" responses, or 100% answering in
the affirmative.
When asked if individuals would go to the park and participate in activities,
93% of the respondents answered "yes" and 7% answered "no." It was commented
that most of the no responses were from elderly who would be unable to go
to the park. (Total: 73 respondents)
When asked if the people in the neighborhood would object to a mini-park in
the area, 14% of those responding answered "yes"; 81% answered "no" and
4% had no opinion. (Total: 70 respondents)
The following responses were given to the questions:
"What recreational facilities would you like to see made available at a
mini-park in your neighborhood?"
Swings and standard playground equipment for small children
Swimming pool
Horseshoe & tennis
Shelter,. picnic tables, outdoor cooking facilities; etc.
Trees and flowers
Restrooms
Baseball, basketball, and volleyball facilities.
