More and more public buildings are prohibiting smoking. As of this date, one of only three buildings owned and operated by the city of Salina in which smoking is allowed is the Bicentennial Center. Currently, the decision about whether or not to allow smoking during an event is usually decided by the client at the time of booking the facilities. However, evidence is irrefutable that even second-hand smoke is a health hazard. While, on the surface, this may seem to be a decision best left to the client, out of necessity, we routinely require employees to enter the smoking areas in order to service the event(s). Unlike the patrons, they have no choice about avoiding smoking areas. Some employees and volunteers complain about adverse reactions to working in this environment. We believe these concerns are legitimate. There are some trends nationally where employers might hold some responsibility for medical problems (workers compensation) to employees who work in locations where smoking is permitted. Furthermore, when events are held in the arena, and the building client wishes to permit smoking, we only allow it in the lobby and in the concourses. However, these are the two areas that every patron of the event has to walk through in order to reach their seats, or to utilize the concession stands or the rest rooms. We receive numerous customer complaints about this. Some event planners do occasionally request that the building remain non- smoking. Even this requires multiple signs and we find ourselves having to go around and change the many sign locations that exist in order to police the various possibilities. For the above reasons, I propose that smoking be prohibited throughout the Bicentennial Center at all times beginning as soon as possible. If you concur, there are several options and/or considerations with which you may want to deal. If you feel that some type of concession to smokers needs to be made in the way of providing an area for them, especially during ticketed events where we don't allow "passes" or "hand stamps" for leaving and returning, we are prepared to present to you several options to accommodate them. Obviously, one of our primary concerns is that Smoking Policy Memo Page 2 of security. By that I mean that when someone is admitted to a ticketed event (usually in the Arena) we do not want them to be able to freely leave and return at will. Doing so results in difficulties of unticketed persons gaining entry and possible undesirable use in our parking lots (e.g. alcohol or drugs), prior to returning. As a result, some type of fencing arrangement would need to be considered. Otherwise, additional staff at events would be necessary in order to stamp and monitor persons who leave to smoke and wish to return. All of the architectural proposals assume that an exterior designated smoking area is the preferred option and they do involve some cost. If you concur in this basic approach to the smoking question, the following options appear to exist: 1. Ban smoking in the Bicentennial Center and do nothing more. Estimated construction cost: $0. 2. Construct one patio on the northwest corner of the Arena consisting of a floor with "chain link" type fencing capable of being changed to more decorative fencing/wall and capable of being expanded and improved. Estimated construction cost: $27,650. 3. Construct two patios on the northwest and southwest corners of the Arena consisting of a floor with "chain link" type fencing with the same expansion/improvement options as in #2 above. Estimated construction cost: $50,900. 4. Construct one patio on the northwest corner of the Arena consisting of a floor with brick wall and removable fencing panels. Estimated construction cost: $44,100. 5. Construct two patios on the northwest and southwest corners of the Arena consisting of a floor with brick wall and removable fencing panels. Estimated construction cost: $69,400. 6. Construct one patio on the northwest corner of the Arena consisting of a floor with brick wall, removable fencing panels and a roof over at least a portion of the patio. Estimated construction cost: $71,900. 7. Construct two patios on the northwest and southwest corners of the Arena consisting of a floor with brick wall, removing fencing panels and a roof over all of the southwest patio and at least a portion of the northwest patio. Estimated construction cost: $125,000.
