A Study of Relative Costs
for the Proposed Recreation Center
and for the Aquatic Needs for
The City of Salina
This is the report of a three member Salina Recreation Commission
special committee that was appointed to attempt to answer
questions that have arisen regarding recommendations by a task
force on potential sites for a community indoor recreation
facility.
Our charge was to determine any unusual or unexpected additional
costs that might be incurred during construction at the three
proposed sites. We were also asked to determine what connection,
if any, the municipal swimming pool in Kenwood Park might have on
the proposed indoor-outdoor aquatics facility as part of a new
recreation center.
We held two meetings with employees of the City Engineering
Department, who reported on studies they had made at the three
sites. Roy Dudark, Director of Planning and Community
Development, and SRC director Don Jolley attended one of the
meetings. The Salina Journal was also represented at each
session.
The results of our study follow:
Kenwood Site No. 1 . This was the first choice of the task force.
It is directly east of the municipal pool in Kenwood Park on
ground now occupied by a rodeo arena.
Additional costa include: $43,000 for foundation piling because
of unstable ground conditions; $20,000 to lay 300 feet of water
line; and $10,000 to demolish the existing rodeo facility. Thane
items total $73,000. There also could be additional coats in
relocating the rodeo arena, depending upon what sort of agreement
was reached with the Saline County Commission. � If it is was
determined that only the arena itself was needed and rodeos were
held inside the Bicentennial Center, then seating would not be
required and relocation costs would probably be about $10,000. If
another outdoor arena complete with spectator seating is required,
the relocation costa would be considerably higher. We did not
attempt to determine what that cost might be.
Kenwood Site No. 2. This was the second choice of the task force.
It is directly east of the Bicentennial Center's east parking lot.
' Additional costs include: $43,000 for foundation piling; and
$24,000 for 1700 feet of water line. Total coats would be
$67,000. At this site, the rodeo grounds would not be disturbed.
East Crawford Site No. 3. This was the third choice of the task
force. It is on the new recreation complex on East Crawford St.

It is anticipated the building would be built east of Markley St.
and south of the existing ball fields.
Additional coats include: $27,000 for a sanitary sewer . This
sewer would tie into the sewer that is already. planned for the
club house at the ball diamonds; $158,000 for a water line. This
expense is to provide two eight inch "loops" that provide adequate
pressure for fire protection, and to adequately service the new
center. There would be a $100,000 savings at this site because
little if any additional parking lot construction would be
required. Existing runway would be utilized for that purpose.
The additional coats total $85,000 with the parking lot taken into
consideration.
If an indoor-outdoor aquatic facility were built in Kenwood Park,
it then could replace the outdoor municipal pool . It is suggested
that future consideration should then be given to constructing
neighborhood swimming pools to serve other areas of Salina, with
Centennial Park in west Saline and Jerry Ivey Park in south Salina
and East Crawford as possible sites. If the aquatic facility were
built on the East Crawford site, then a third neighborhood pool
probably should replace the municipal pool to serve central and
north Salina. The Carver pool, which now serves north Salina,
should be closed or replaced because of its poor condition. Costs
to repair the municipal pool to gain an additional ten years of
use are $80,000.
When considering the possible sites for a new recreation facility,
we believe it is important to recognize the intangible factors
that may affect the decision. Our studies have shown that the
costa associated with the three proposed sites will not vary
significantly when all factors are considered. So other related
factors may largely determine the beat location for the new
facility.
One consideration should be who largely will be the users of such
a facility. The consultant for the study, Key and Company, dealt
primarily with general population measures. Perhaps of equal
importance would be a demographic study now under way by the
Salina Recreation Commission which seeks to plot the residences of
all SRC facility users. While incomplete, it does reveal an
emerging pattern. Iron Ave. seems to be the north boundary of
users, with relatively few users living north of it. There also
are large clusters of users living in east Salina, particularly
where apartment complexes are located.
Another consideration is the likelihood that expansion of the city
will continue to the east and southeast. If so, and particularly
if a new elementary school should be built on a site reserved for
that purpose one mile south of Crawford on Markley, then a water
tower and new 20 inch line would need to be built at a coat of
9770,000. That amount is too large for for any developer, the
Salina School District, or the Salina Recreation Commission to
absorb individually, and may eventually have to be authorized by

the City . But there now is no such project included in the city' s
current five-year capital outlay program.
This committee feels strongly that a joint meeting of all
concerned parties should be held regarding a possible recreation
facility site. This meeting should include representatives of the
City Commission, Saline County Fair Board, Saline County
Commission, Recreation Commission, and the Task Force that
recommended the sites. Those representatives should address the
possibility of using either of the Kenwood Park sites or the East
Crawford site, or other possible sites if none of the proposed
sites are acceptable.
Finally, this committee was not charged with recommending a site
to the Recreation Commission, but we nevertheless are unanimous
in our opinion that the East Crawford site has the beat potential
for fulfilling the recreation needs of Salina. The land is there,
abundant parking is available, it is served by good access roads,
and it would tie in well with other facilities planned or
completed there. With our experience with KTI,• it is apparent
that "central location" is not a major concern for the users of
our programs. Our second choice would be the rodeo arena site in
Kenwood Park, assuming the site were made available. We have
serious reservations about the second Kenwood site, believing it
simply is too small for our requirements.
