Airport Emergency Service 1977 SALINA TOWER, SALINA FLIGHT SERVICE STATION, AND SALINA MUNICIPAL AIRPORT • LETTER OF AGREEMENT EFFECTIVE: Ap ril 27 ,1977 SUBJECT: Airport Emergency Service 1 . PURPOSE. This agreement establishes procedures and responsibilities for emergency service on, or in the vicinity of Salina Municipal Airport. These provisions are supplementary to those in FAA direc- tives and handbooks. 2. CANCELLATION. Salina Tower, Salina FSS- and Salina Municipal Airport .Letter of Agreement, subject: Airport Emergency Service, dated May 1 , 1968. - 3. POLICY. Emergency procedures shall be initiated, when a potential or actual emergency exists by the following parties: a. Tower or Flight Service Station specialists on duty. b. Pilot of the aircraft. c. Operator of the aircraft or his representative. d. Airport manager or a representative. • 4. RESPONSIBILITIES. a. Salina Tower: Notify the following offtce5`or individuals by the' • most! expeditious means of communication; (1 ) Airport Fire Station (2) Airport Manager or representative (3) Facility Chief of Acting Chief (4) The aircraft operator or his representative, if known. b. Salina Flight Service Station (FSS) : . Salina FSS will be responsible for notification in paragraph •4a; 'during the hours the Tower is not in operation. . . c. Airport Fire Department: (1 ) At least one of the airportlemergency vehicles hsall be equipped with an operating receiver/transmitter, on 121 .9 MHz, for communications with the Control Tower. The operating status of this equipment shall, be checked. each morning by conducting a, radio check with the`Tower.° • (2) If the foam-equipped fire truck is called out for off-airport fire duty, they shall advise the Tower on 121 .9 Mhz upon leaving the Airport Fire Station. Thereafter, they shall • maintain a listening watch on 121 .9 Mhz for possible callback for an airport emergency. If additional equipment is sent from the downtown fire stations, they should, insofar.as possible replace the foam-equipped vehicle for return to airport duty. (3) Emergency equipment and personnel shall obtain approval from the Conrol Tower before entering any airport movement areas during the hours the Tower is in.operation. (4) During the hours the Tower is not in operation, the emergency equipment and personnel shall be responsible for the handling of the aircraft emergency after initial notification has been made by Salina FSS or other source of information. d. Airport Management: The Airport Manager or his representative, shall notify the following parties if required. (1 ) Hospital , Physician or Ambulance Service. (2) Highway Patrol , Police or Sheriff as appropriate. (3) Salina Tower/FSS when runway is closed or reopened. 5. PROCEDURES. The following three types of alerts will be used by the Tower to notify the Airport Fire Station of an emergency. In each case the emergency equipment will immediately turn on their radio equipment, 121 .9 MHz, and call the Tower for a radio check and then stand-by for further instructions. Alert I - Emergency aircraft is in minor difficulty, approaching the airport: e.g. , feathered propeller on a multi-engine aircraft, oil leak, etc. The emergency equipment and personnel will stand-by on the Fire Department ramp and await futher instructions. Alert II - Emergency aircraft approaching the airport is in major difficulty; e.g. , engine on fire, faulty landing gear, no hydraulic pressure, etc. Emergency equipment shall proceed to taxiway 5 and await further instructions and information from the Tower. Alert III -An aircraft has been involved in an accident on or near the airport. The emergency equipment shall proceed immediately to the scene of the accident. Additional instructions and information will be relayed by the Tower. -2- ; ; 1 •. 1 V 6. SPECIAL PROCEDURES. ' ' a. Alert I , II , or III information will not be used during the hours the Tower is not in operation. Personnel operating the emergency equipment shall be responsible for the route to be taken and handling of the emergency. ' b. Tower/FSS specialists will forward to the Airport Fire Department the following information for Alert I and II aircraft emergencies. (1 ) Aircraft Identification and type. (2) Information received from the pilot and the nature of the emergency. (3) Runway to be used for landing. (4) Estimated time of arrival or emergency location. (5) Number of passengers and crew. (6) Quantity of fuel on board. (7) Presence of hazardous cargo or explosives. / / i Norris D.
