Airport Emergency Service 1968 SALINA TOWER, SALINA FSS AND SALINA MUNICIPAL AIRPORT
LETTER OF AGREEMENT
EFFECTIVE : May 1, 1968
SUBJECT: Airport Emergency Service
1 . PURPOSE •
This Agreement establishes procedures and responsibilities
for emergency service on, or in the vicinity of, Salina
Municipal Airport. . These provisions are supplementary to those
in FAA Facility Operations Manual, 7230 .1 .
2 . CANCELLATION
Joint Salina Tower, Salina FSS and Salina Municipal Airport
Agreement, dated September 15, 1966 .
3 . POLICY
Emergency procedures shall be placed into effect when a
potential or actual emergency has been declared or made known to :
a. The Tower Operator or FSS Specialist on duty; or
b. The pilot of the aircraft concerned; or
c . The. operator of the aircraft or his representative; or
d . A representative of the Airport Management.
4 . RESPONSIBILITIES
A. Salina Tower
(1) Notify the following offices or individuals by the
most expeditious means of communication :
(a) Airport Fire Station
(b) Airport Manager
(c) Facility Chief or Acting Chief
(d) The aircraft operator or his representative, if
known.
B. Salina FSS
(1) Salina FSS will be responsible for the above notifica-
tion during the hours when the Tower is not in operation.
C. City of Salina/Airport Fire Department
(1) At least one of the Airport Fire Vehicles shall be
equipped with an operating Receiver/Transmitter, on
121 . 9 MHz, for communications with the Control Tower .
The operating status of this equipment shall be
checked each morning by conducting a . radio check .with
the Tower .

(2) If the Foam-equipped Fire Truck is called out for
off-airport fire duty they shall advise the Tower
on 121 . 9MHz upon leaving the Airport Fire Station.
Thereafter, they shall maintain a listening watch on
121 . 9MHz for possible callback for an Airport
Emergency . If additional equipment is sent from the
downtown fire stations they should, insofar as pos-
sible, replace the foam-equipped vehicle for return •
to Airport duty.
D. Airport Management
(1) The Airport Manager, or his representative, shall
notify the following, if required:
(a) Hospital , Physician or Ambulance Service.
(b) Highway Patrol, Police or Sheriff as appropriate.
5. PROCEDURES
The following three types of Alerts will be used by the
Tower to notify the Airport Fire Station of an Emergency. In
each case the Fire Equipment will immediately turn on their
radio equipment, 121 . 9MHz , and call the Tower for a radio check
and then stand-by for further instructions :
A. Alert I---Emergency Aircraft is in minor difficulty (engine
missing, or engine feathered on multi-engine
aircraft, etc . ) or is some distance from the
airport. The Fire Equipment will stand-by on
the Fire Department Ramp and await further
instructions.
B. Alert II--Emergency Aircraft is in major difficulty. Fire
Equipment shall proceed to Taxiway. 5 and await
further instructions and information from the
Tower.
C. Alert III-An Aircraft has been involved in an accident on
or near the Airport. The Fire Equipment shall
proceed immediately to the scene of the accident.
Additional instructions and information will be
relayed by the Tower.
6 . SPECIAL PROCEDURES
A. During the time the Tower is not in operation the Emergency
Equipment shall be responsible for the handling of the
Emergency Aircraft after being notified by Salina Flight
Service Station or any other source of information. The
Alert I, II , or III information will not be used when the
Tower is closed.

B. The Airport Fire Station will maintain current, up-to-date
maps and charts of the Airport and the surrounding area to
insure that their crews are familiar with these areas .
