Feasibility Study
Dear Mr. Harris:
Architectural Services PLUS, PA (ASPPA) is pleased to present to
you a proposal for an in-depth architectural/structural study of
the existing Memorial Hall as to its adaptive reuse for
' recreational purposes.
ASPPA is an architectural office located at 227 N. Santa Fe,
' Salina, just three blocks from Memorial Hall. Founded in August
of 1977, ASPPA has been involved in all types of architectural
services for various clients throughout the area. Attached to
' this proposal is a list of our previous work experience.
Pertinent experience includes the renovation and remodeling of
several buildings; most notably, the conversion of a 3-story,
' 36,000 square foot, vacant structure into the Santa Fe Office
Plaza. Also, we are now completing the design documents for a
$15,000,000 renovation of 74 structures located at Fort Riley,
' Kansas.
Prior to founding ASPPA, R. Kenneth Bieberly was employed as an
architect by Bucher & Willis where he gained valuable experience
' working on the design of the Salina Bicentennial Center.
ASPPA proposes to use the professional services of Arno Rinas &
Associates, structural engineers, located in our office in
Salina. Arno Rinas is a registered structural engineer who has
been providing structural services to the Salina community for
over 20 years. Mechanical and electrical engineering will be
provided by Malone Brack & Associates of Manhattan and Topeka,
Kansas. This firm has had extensive experience in the design of
various HVAC and electrical systems. Arno Rinas and Malone Brack
' & Associates have worked with us in the remodeling of the Santa
Fe Office Plaza and the Fort Riley renovation.

Our proposal is based on the preliminary scope of services as
presented at the February 4 , 1988 meeting and includes the
' following work plan. It is our understanding that this study
will deal with three issues : 1) The existing condition of
Memorial Hall; 2) The feasibility of the proposed plan as
prepared by John Shaver of the Memorial Hall remodeling; and
' 3) An evaluation of the design as to its capability to satisfy
recommended space and functional needs as determined by the Key
and Company study.

' Work Plan
Evaluation of Existing Memorial Hall
' ASPPA will obtain existing drawings from the Shaver Partnership
and visually inspect the structure. Once existing conditions are
noted and evaluated as to architectural, structural, mechanical,
' and electrical design, ASPPA will prepare a statement as to the
integrity of the existing structure to withstand the alterations
as proposed by John Shaver. All components to include structural
will be evaluated.
1 Evaluation of Proposed Shaver Design to Satisfy Needs as Defined
by Key and Company Study
' Using the size allocations as listed in the Key and Company
study, ASPPA will determine the existing facility capability to
accommodate those spatial requirements. Possible options will be
investigation and cost estimating preparation.
Identification of Problematic Renovation Elements
' ASPPA will identify elements of the design which could be
problematic and exceed projected costs. The elements as listed
' on the preliminary scope of services will be reviewed and
identified further should this consultant feel a potential
problem exists.
' Operating and Maintenance Costs
Using estimated operating costs as contained in the Key and
' Company study, the renovated structure' s operating and
maintenance costs will be defined. A statement will be prepared
as to the expected life of the remodeled facility and its effect
on capital investment.

Structural systems will be defined and evaluated as to the
economic and aesthetic effect to the existing structure.
Heating, ventilating, and air conditioning systems will be
proposed and analyzed based on the specific needs of each area .
' The existing building envelope will be investigated and
energy saving recommendations made. Electrical systems will be
defined and cost recommendations made.
Cost Estimate
' Using data obtained from the initial investigation, cost
estimates will be prepared for the various systems and designs.
' Recommendations will be made as to economic vitality of each
system. Both phase I and phase II costs will be studied.
The fee for this study is based on preliminary data obtained from
' our consultants within a relative time frame. Consequently,
ASPPA is not prepared to present a fee for services. However,
after our limited involvement, we are prepared to state that the
' feasibility study will not exceed $10 , 000 . 00. Our fee will be
based on the following hourly rates:
' Architect: $ 45. 00/hour
Consultant Architect/Engineer: $ 60 .00/hour
Structural Engineer: $ 45 .00/hour
Mechanical Engineer: $ 35 .00/hour
' Electrical Engineer:
Draftsman: $ 35. 00/hour

Miscellaneous expenses will be billed as follows:
