Authorize the repair of Secondary Digester No. 2 at the Wastewater Treatment Plant (WWTP),
Project No. 13 -2992.
BACKGROUND:
The Wastewater Treatment Plant treats wastewater generated by homes and businesses. The
treatment process produces a liquid effluent that is discharged to the Smoky Hill River and a
byproduct of solids residue (sewage sludge). With further treatment, sewage sludge is converted to
biosolids. The U.S. Environmental Protection Agency defines biosolids as the nutrient -rich organic
materials that can be recycled and applied as fertilizer to improve and maintain productive soils and
stimulate plant growth. The treatment process takes place in the primary digesters (four total) and
the secondary digesters (two total) provide for the storage and settling of the biosolids prior to
pumping and hauling for land application.
Secondary Digester No. 2 is a 262,000 gallon concrete structure (installed in 1924) with a steel lid
(installed in 1993). This disgester was taken out of service for cleaning and inspection in February
2013, and the lid seal was found to be damaged, and sample tubes and bracing were badly corroded
or missing.
A quote for the removal of the sample tubes and bracing (not required for this digester), and repair of
the lid seal was received from Walters Morgan Construction, Inc. (WMCI) in the amount of $19,978.
WMCI is currently on site completing the WWTP capital improvements project, and therefore, this
repair work can be completed in a timely and cost effective manner. Their work is of good quality.
FISCAL NOTE:
A budget allocation of $130,000 for the maintenance of equipment is included in the 2013 WWTP
operating budget under line item 690 - 390 - 210 - 772.186, and currently has a balance of $76,949.70.
Funds ($19,978) are available for the repair of Secondary Digester No. 2.

Authorize the repair of Secondary Digester No. 2, Project No. 13 -2992 by Walters Morgan
Construction, Inc. of Manhattan, Kansas in the amount of $19,978.
