A resolution authorizing the City Manager to execute a professional service agreement with Pikul
Engineering in an amount not to exceed $13,500 for the purpose of refining the repair cost estimates
for the Health Department Building contingent on written confirmation from Saline County indicating
their commitment to fund 50% of the costs described in the attached proposal from Pikul Engineering.
BACKGROUND:
The City of Salina has previously retained Dr. Richard Pikul for the purposes of assessing the
condition of the Health Department building roof, identifying & recommending repair options and
providing a cost estimate for the structural roof repairs. Dr. Pikul has retained Riley Construction of
Manhattan, Kansas to assist him in his analysis and cost estimating. To date, Dr. Pikul's focus has
been limited to the structural aspects of the roof system, and has not taken in to account other repairs
necessitated by the emergency shoring that was installed or the proposed roof repair work. As the
scope of the roof repairs is finalized and refined it will become possible to more accurately identify the
entire scope of work that will be necessary to return the building to its original condition.
On February 11, 2013, the City Commission and County Commission met in a joint study session and
discussed a path forward regarding repair of the Salina-Saline County Health Department building as
well as potential future operational and funding approaches. At the conclusion of the meeting, there
was a general consensus regarding equally sharing the cost of preparation of a final repair cost
estimate as well as the need to continue discussions regarding future operations and funding.
Since that time a working group of representatives from the City and the County has been formed and
they have met twice to discuss next steps regarding repair of the building as well as possible
organizational approaches for on-going partnership in the funding and operation of the Health
Department.
Between the first and second meetings of the working group, the Deputy City Manager, Community
Development Director and City Building Official met with Bryan Newell, owner of Riley Construction
and held a conference call with Dr. Pikul to discuss the scope of building repairs that would be
necessitated by the proposed roof repairs. At that time, the parties discussed additional repair
options identified by Mr. Newell and Dr. Pikul and the advantages and disadvantages of each option
related to roof repair costs, attic system impacts, first floor impacts, functionality of the resulting
building, relative total cost, time necessary to prepare an estimate, time necessary to prepare final
construction plans and estimated construction time.
The conclusions of City staff's meeting with Dr. Pikul and Riley Construction were reported to the
City/County working group. In their second meeting, the working group reached a consensus that
they concurred with the original repair approached proposed by Dr. Pikul and recommended that Dr.
Pikul and Riley Construction's efforts to prepare cost refined estimates be limited to the installation of
tension rods, steel plates and shoes on the existing trusses as originally identified and proposed by
Dr. Pikul.

The recommended repair approach constitutes a full structural repair of the roof trusses as well as all
associated building repairs necessary to return the building to its prior condition in the quickest and
most cost effective manner possible. The working group considered the advantages of the other
repair alternatives (which were limited primarily to reducing the need for structural supports or load
bearing walls on the first floor), and concluded that the added time and expense of preparing
additional estimates was not recommended in light of the added cost and construction time
associated with each alternative.
The proposal attached for your consideration was prepared based upon the recommendation of the
working group. It contains an expanded scope to account for repair work necessary to bring altered
systems in to compliance with current building codes as well as all necessary work to return the
building to service.
The proposal includes a not-to-exceed cost of$13,500. Split equally with Saline County, the City's
cost would not exceed $6,750.
CONFORMANCE WITH THE STRATEGIC PLAN:
The proposed action is consistent with the following components of the City's shared vision statement:
• The City Commission of Salina will have committed to providing the highest quality City
services possible within available resources. The City Commission recognizes their role and
responsibility to provide the needed policy direction and resources to its administration. At the
same time, the City's administrative personnel are committed daily to transforming this direction
and resources into the highest possible quality of municipal services, consistent with the
expectations of both the City Commission and the citizens of Salina.
• Salina will be a town that is respectful of its heritage. Throughout Salina the adaptive re-use of
historic and architecturally significant buildings will be encouraged.
The proposed action is also consistent with the following goals contained in the City's strategic plan:
Goal #3: The city will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
FISCAL NOTE:
As previously noted, the total City expense would not exceed $6,750.

City staff have identified the following options for the City Commission's consideration:
1.) Approve Resolution No. 13-6989 authorizing the City Manager to execute a professional
service agreement with Pikul Engineering in an amount not to exceed $13,500 for the purpose
of refining the repair cost estimates for the Health Department Building contingent on written
confirmation from Saline County indicating their commitment to fund 50% of the costs
described in the attached proposal from Pikul Engineering.
2.) Amend and approve Resolution No. 13-6989 authorizing the City Manager to execute a
professional service agreement with Pikul Engineering in an amount not to exceed $13,500 for
the purpose of refining the repair cost estimates for the Health Department Building without
any additional contingencies related to financial participation by Saline County.
3.) Propose an alternate approach or scope of work possibly for further consideration by the City
& County Health Department working group or further follow-up by City staff.
4.) Choose not to approve Resolution No. authorizing the City Manager to execute a professional
service agreement with Pikul Engineering for the purpose of refining the repair cost estimates
for the Health Department Building resulting in no additional action regarding Health
Department roof repairs, at this time.
Staff recommends approving Option #1.

PURPOSE
The purpose of this proposal is to provide refined cost estimates for reinforcement of the existing
roof structure that will assist in decision snaking by the City of Salina and Saline County.
Pikul Engineering proposes to develop preliminary structural reinforcement sketches and notes
that are sufficient to allow Riley Construction to refine cost estimates for the reinforcement of
the existing roof structure to meet current dead, live, snow and wind requirements, without the
need for additional intermediate shoring.
LIMITATIONS
It is important to identify what is not in this proposal. Pikul Engineering services are generally
limited to the investigation and trouble shooting of structural engineering problems such as the
truss failures and deficiencies in this building. The results of the investigations are typically
reports, sketches and notes for recommended structural reinforcement to restore or provide
structural integrity. Opinions are often provided regarding the reasons for the structural failures
or deficiencies.
These engineering services have been sufficient to restore/provide structural integrity when Pikul
Engineering has worked directly with a construction company that is also providing services to
an Owner.
Pikul Engineering does not have the capability of providing traditional engineering drawings and
specifications sufficient for competitive bidding. In addition,Pikul Engineering does not
generally provide estimating, architectural, geotechnical, mechanical, electrical or any other
engineering services that are not structural in nature.

ESTIMATED SCOPE of WORK— PIKUL ENGINEERING
The exact scope may vary after discussions with Riley Construction regarding the practicality of
reinforcement schemes. Riley Construction will provide field assistance, construction advice
and estimating services.
1. Meet at Riley Construction to review, discuss and documentthe findings of the detailed
on-site joint investigation of the roof structure performed on February 11, 2013. Discuss
practical reinforcement options, especially as related to the ability to minimize non-
structural costs.
2. Provide structural engineering services to further analyze and develop preliminary design
of reinforcement to the existing approximately 50 foot span roof truss systems to resist a
20 psf snow/live load, a 90 mph wind, and dead loads of 15 psf on the top chord and 10
psf on the bottom chord. Loads for the overall truss analysis to be applied at joints.
Because the north/central and south truss bays differ in configuration, support conditions,
and structural condition (south bay generally being in a more deficient condition), the
reinforcement requirements are expected to vary by individual truss and by truss bay.
This reinforcement will include the preliminary design of a load transfer connection
between the top compression chords and tie rods located at, or above, the bottom tension
chord. This connection will be the most challenging aspect of the reinforcement due to
the deficient design/construction of the trusses. Other aspects of this reinforcement will
include vertical diagonal bracing between trusses and horizontal bracing to transfer
lateral loads to bracing walls.
3. Provide structural engineering services to further analyze and develop preliminary design
of reinforcement for the roof purlins and the additional roof structure constructed over the
trusses to facilitate roof drainage.
4. Provide structural engineering services to analyze and develop preliminary design of
reinforcement for the west mansard framing. The mansard framing needs to be tied back
to the bottom chord of the truss framing. Wind loads need to be transferred to bracing
walls below.
5. Provide sketches and notes sufficient for Riley Construction to develop refined cost
estimates for the structural work.
6. Meeting with Riley Construction on-site to verify that reinforcement schemes are
practical and to revise/modify as needed by site conditions.
7. Provide revised sketches and notes sufficient for Riley Construction to develop refined
cost estimates for the structural work.
8. Summarize sketches, notes and estimates into one document for City and County use.

ESTIMATED COSTS OF SERVICES
PIKUL ENGINEERING
Structural engineering services will be billed at the Associate rate of$160/hr plus expenses
(mileage, copying, etc.). Travel time will be billed at half rate. It is expected that 50 to 60 hours
will be required to provide the listed engineering services.
Estimated costs are:
LABOR $ 8,000 to $ 9,600
EXPENSES $ 100 to $ 400
SUB TOTAL (rounded) $ 8,000 to $10,000
RILEY CONSTRUCTION (see attachment)
Estimating and construction support services will be performed by Riley Construction.
Estimated costs are: $ 3,000 to $ 3,500
COMBINED TOTAL $ 11,000 to $13,500
Actual billing by will be based on hourly rates and expenses. The detail provided in the
preliminary design and cost estimate will be a function of available engineering time to stay
within the proposed time estimates.
Please allow 4 to 6 weeks from a notice to proceed for completion of cost estimates.

WITH PIKUL ENGINEERING FOR PROFESSIONAL SERVICES RELATING TO THE
HEALTH DEPARTMENT BUILDING.
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the City Manager is hereby authorized to execute an agreement with Pikul Engineering
in an amount not to exceed $13,500 for the purpose of refining the repair cost estimates for the Health
Department building contingent on written confirmation from Saline County indicating their
commitment to fund 50% of the costs.
Section 2. That the City Clerk is hereby directed to file the original agreement and retain according to
the City of Salina Records Management Policy.
Section 3. That this resolution shall be in full force and effect from and after its adoption.
