Rod,
Kathy Burlew and I have been searching through the mass of boxes up here. We haven't yet found the specific letter
referred to in the January 1980 bluesheet, but have found a lot of other correspondence. It appears that the Municipal
Band came under the Salina Arts Commission umbrella in accordance with the timeline you suggest - -1980. As far
forward as 1984, 1 see budget discussions and letters between Martha Rhea and the officers of the Municipal Band.
Have a copy of an invoice to the City for $8,000 in 1984 and a June 1984 letter to the Municipal Band saying that
they've not yet brought a budget for summer 1984 to the /rts Commission for its May meeting.
Funding went through the Arts Commission for a time; somewhere it dropped off. Haven't found that part of the story.
At some point, I'll ask participants (Jim Brown, Martha Rhea) what happened.
This doesn't clear up a thing, but at least it's interesting and somewhat enlightening
