Extension of Interlocal AgreementEXTENSION OF INTERLOCAL AGREEMENT This Extension of Interlocal Agreement ( "Extension ") is entered into this _ day of August, 2003, by and between the City of Salina, Kansas ( "City ") and the Board of Directors of the Salina Public Library ( "Library "). WHEREAS, the City and Library entered into an Interlocal Agreement dated March 16, 1998 (the "Agreement') relating to the implementation of a Neighborhood Revitalization Program (the "Program ") pursuant to K.S.A. 12- 17,114 et seg.; and WHEREAS, the parties desire to retroactively extend the Agreement through December 31, 2003 in order to continue the Program while allowing for a through analysis of any proposed modifications to the Program for implementation effective January 1, 2004 under a new interlocal agreement between the parties. THE PARTIES therefore agree: The Agreement is retroactively extended through December 31, 2003. I've attached a version of the extension agreement for each of the 4 entities. The extensions have been prepared with blank signature blocks either to be completed by the other entities when signed or by one of you after verifying with each entity who would be signing and attesting after each of their next board meetings, depending upon Dennis' preference. I expect that we will want to run two originals of each extension and have both originals of all four extensions signed by the Mayor after second reading on the ordinance next Monday. Those signed originals and a copy of the signed ordinance can then accompany Dennis' letter to the CEO's of each of the entities. Please let me know if you have any questions or instructions for me. (Published in the Salina Journal on August _, 2003) ORDINANCE NUMBER 03 -10146 AN ORDINANCE AMENDING SECTION 4 OF ORDINANCE NUMBER 98 -9859 TO EXTEND THE NEIGHBORHOOD REVITALIZATION PLAN TAX REBATE PROGRAM UNTIL DECEMBER 31, 2003, AND REPEALING SAID SECTION 4. WHEREAS, on March 16, 1998, the governing body passed Ordinance Number 98 -9859 (the "Ordinance ") adopting a Neighborhood Revitalization Plan and Designating a Neighborhood Revitalization Area; and WHEREAS, Section 4 of Ordinance provided that the Neighborhood Revitalization Plan tax rebate program (the "Program ") shall terminate on March 31, 2003; and WHEREAS, it is the desire of the governing body to extend the Program until December 31, 2003, in order to continue the Program while allowing for a thorough analysis of any proposed modifications for implementation commencing January 1, 2004. SO NOW THEREFORE, BE IT ORDAINED by the Governing Body of the City of Salina, Kansas: Section 1. Section 4 of Ordinance Number 98 -9859 is amended to read as follows: "Section 4. Program Termination Date. That the Neighborhood Revitalization Plan tax rebate program shall terminate on December 31, 2003." Section 2. That the existing Section 4 of Ordinance Number 98 -9859 is hereby repealed. Section 3.
