Report on bids received for Phase I Vehicles and Equipment purchases for 2013.
BACKGROUND:
Bids were opened for these items in early February. Attached is a spreadsheet showing bids
received along with the recommended purchase for each item. Also attached is a complete
summary of the 2013 sub-CIP for Vehicles and Equipment. Most of the items are straightforward,
low qualifying bid recommendations.
Comments and exceptions:
25 Yard Packer Truck. The low qualifying bid was $153,995 from Elliot Equipment for an
International unit. Because of maintenance issues we have experienced with our other two
International units, staff recommendation is to spend $55.00 additional for the Freightliner unit, also
from Elliot Equipment.
Three pieces of equipment came in above our estimates: utility vehicle (Landfill), backhoe (Street)
and lift truck (Street). Overall, the pricing on Phase I was $4,815 below the estimates.
Trades and transfers:
Disposition of trade or transfer units are noted on the spreadsheet.
FISCAL NOTE:
The Phase I recommendation includes 9 of the 39 items authorized for 2013. Total bids for these
items were $430,685, compared to an estimate of $435,500
CONFORMANCE WITH THE STRATEGIC PLAN:
“The City Commission of Salina will have committed to providing the highest quality City services
possible within available resources. The City Commission recognizes their role and responsibility to
provide the needed policy direction and resources to its administration. At the same time, the City’s
administrative personnel are committed daily to transforming this direction and resources into the
highest possible quality of municipal services, consistent with the expectations of both the City
Commission and the citizens of Salina”
COMMISSION ACTION OR RECOMMENDED ACTION:
Approve the 2013 Vehicles and equipment plan purchases as recommended. Departmental
personnel will be available to answer any specific questions that you may have.

bid for one (1) Powered Asphalt Paver with Trailer to Price Bros.
Equipment Co. for the amount of $48,800.00.
The only bidder to meet all specifications was not the low bid. Three
bidders sent incomplete bids. Staff therefore recommends awarding the
bid for one (1) UTV Utility Vehicle to Concordia Tractor, Inc. for the
amount of $11,000.00.
Current vehicle will be sold at auction or salvaged.
One (1) Tube-fired Hot Tack SprayerPublic Works - Streets
Low bidder met all specifications. Staff recommends awarding the bid for
one (1) Tube-fired Hot Tack Sprayer to Kirby-Smith Machinery, Inc. for
the amount of $12,692.00.
One (1) Powered Asphalt Paver with Trailer
The existing tack sprayer will be sold at auction or salvaged.
The Asphalt Paver is a fleet expansion.
The existing ATV (Unit 1836) will be sold at auction or salvaged.
Staff recommends awarding the bid for one (1) 3/4 Ton, 4x4, Regular Cab
Pickup, w/Snow Plow to Long-McArthur Ford, Inc. for the amount of
$28,959.52. Low bidder met all specifications.

One (1) 25-Yard Packer Truck
Low bid did not meet required specification for engine size. Staff recommends awarding the
bid for one (1) 25-yard Packer Truck to Elliott Equipment Co. for the amount of $154,050.00.
Both the second and third place bids meet specifications. The difference between the
second and third place bids is $55.00, but programming issues, and subsequent downtime
with two recently purchased International trucks causes staff to recommend the purchase of
the Freightliner truck.
Low bidder did not meet specifications. Staff recommends awarding the bid for one (1) Pull-
behind, 15' Flex-wing Mower to Staub International for the amount of $14, 134.04.
