PETITION 4346
TO THE GOVERNING BODY OF THE CITY OF SALINA,KANSAS:
We, the undersigned, owners of record of property located within the City of Salina, Kansas (the
"City")do hereby respectively request that the Governing Body of the City create and designate an /
improvement district for the purpose of making certain improvements in the manner provided by
K.S.A.12-6a01,et seq.,and specifically K.S.A.12-6a04(c).
1. The general nature of the proposed improvements are as follows:
The installation of approximately 4,414 lineal feet of eight-inch water main,fire hydrants,valves,
fittings, service connections and all appurtenances thereto for water lines within right of way
and/or utility easement as shown on Exhibit A attached hereto, specifically excluding the portion
of the eight-inch water main located in the designated"Cost Recovery Area"shown on Exhibit A
(the"8"Waterline Improvements").
The installation of approximately 390 lineal feet of twelve-inch water main, fire hydrants, valves,
fittings, service connections and all appurtenances thereto for water lines within right of way
and/or utility easement to be constructed from Ohio Street east as shown on Exhibit A attached
hereto(the"North 12"Waterline Improvements").
The installation of approximately 779 lineal feet of twelve-inch water main,fire hydrants, valves,
fittings, service connections and all appurtenances thereto for water lines within right of way
and/or utility easement to be constructed from Shoreline Drive south to Schilling Road as shown
on Exhibit A attached hereto(the"South 12"Waterline Improvements").
The installation of curb & gutter, pavement, and grading for Shoreline Drive from Ohio Street
east approximately 190 lineal feet, including four lanes with a center median (the "Entrance
Boulevard Street Improvements").
The installation of curb & gutter, pavement, and grading for approximately 2,400 lineal feet of
Shoreline Drive(the"Street Improvements").
The installation of approximately 847 lineal feet of storm sewer, inlets, and all appurtenances
thereto for storm sewer lines lying within right of way and/or drainage easement, (the "Storm
Sewer Improvements").
The installation of approximately 1,911 lineal feet of eight-inch sanitary sewer main, service
connections, manholes and all appurtenances thereto for sanitary sewer lines lying within right of
way and/or utility easement to be constructed as shown on Exhibit A attached hereto (the "8"
Sewer Line Improvements").
The installation of approximately 595 lineal feet of fifteen-inch sanitary sewer main, service
connections, manholes and all appurtenances thereto for sanitary sewer lines lying within right of
way and/or utility easement to be constructed as shown on Exhibit A attached hereto (the "15"
Sewer Line Improvements").
Various general and miscellaneous improvements related to all of the foregoing,including but not
limited to clearing and grubbing, common excavation, compaction of earthwork, temporary slope
barrier and other temporary construction requirements, permanent seeding, construction staking,
and traffic control and barricades(the"General and Miscellaneous Improvements")

(collectively,the"Improvements").
2. -The estimated or probable cost of the Improvements is:
One million three hundred ninety-three thousand seventy-one dollars and eighty-one cents
($1,393,071.81).
3. The extent of the proposed improvement district to be assessed is:
Lots 1 through 26, Block 1; Lots 1 through 27, Block 2; Lots 1 through 37, Block 3; Lots 1
through 20, Block 4; Lots 1 through 15, Block 5; Lots 1 through 6, Block 6; Lots 1 through 7,
Block 7; and Lots 1 through 22, Block 8 all in the Stone Lakes Addition, in the City of Salina,
Saline County Kansas; and
an unplatted tract of land abutting the Stone Lake Addition and within the city limits and
described as("Unplatted Tract No. 1"):
A parcel of land located in the Southwest Quarter of Section 31, Township 14 South,
Range 2 West of the 6`s Principal Meridian in Saline County, Kansas, more particularly
described as follows:
Commencing at the Southeast corner of said Southwest Quarter; thence on an assumed
bearing of N 00°37'44" W along the East line of said Southwest Quarter a distance of
50.00 feet to a point on the North right-of-way line of Schilling Road, said point also
being the POINT OF BEGINNING of the parcel to be described:
• thence S 89'33'16" W along said North right-of-way line a distance of 1,628.43
feet;
• thence N 00°27'00"W a distance of 216.78 feet;
• thence N 24°22'52"E a distance of 442.20 feet;
• thence N 46°11'38"E a distance of 1,195.90 feet;
• thence N 09°59'44"E a distance of 272.64 feet;
• thence N 18°51'25"W a distance of 113.28 feet;
• thence N 11'49'34"E a distance of 71.27 feet;
• thence N 10°38'25"E a distance of 104.90 feet;
• thence N 06°22'33"E a distance of 85.23 feet;
• thence N 54°59'25"E a distance of 288.58 feet;
• thence N 89°40'21"E a distance of 269.44 feet to a point on said East line of said
Southwest Quarter;
• thence S 00°37'44" E along said East line a distance of 2,235.18 feet to the
POINT OF BEGINNING;
Said parcel contains 50.42 acres, more or less and is subject to easement, reservations,
and restrictions of record.

4. The proposed apportionment of cost between the Improvement District and the city at large
is:
Certain costs of the Improvements shall be paid by the Improvement District and certain
cost of the Improvements shall be paid by the city at large, as follows:

3. Fifty percent(50%) of the South 12"Waterline Improvements.
4. One-hundred percent(100%)of the Entrance Boulevard Street Improvements.
5. One-hundred percent(100%)of the Street Improvements.
6. One-hundred percent(100%)of the Storm Sewer Improvements.
7. One-hundred percent(100%)of the 8"Sewer Line Improvements.
8. Thirty-one percent(31%)of the 15" Sewer Line Improvements.
9. One-hundred percent(100%)of the General and Miscellaneous Improvements.

6. The signers of this Petition, in the aggregate, are the owners of 100% of the property
proposed to be included in the Improvement District and acknowledge that:
a. this Petition is one submitted pursuant to subsection(c)of K.S.A. 12-6a04; and
b. the proposed Improvement District does not include all properties which may be
deemed to benefit from the proposed Improvements.
7. The signers of this Petition hereby request that the Improvements be made without notice
and hearing as required by K.S.A. 12-604(a).
NAMES MAY NOT BE WITHDRAWN FROM THE PETITION BY THE SIGNERS THEREOF
AFTER THE GOVERNING BODY COMMENCES CONSIDERATION OF THE PETITION OR
LATER THAN SEVEN (7) DAYS AFTER FILING OF THE PETITION WITH THE CITY
CLERK,WHICHEVER OCCURS FIRST.
The petitioners certify, under oath, that they have no financial interest in any property with delinquent
special assessment anywhere within the City of Salina.
