Administrative Brief
CITY COMMISSION INFORMATION MEMORANDUM
February 7, 2013
ADMINISTRATIVE BRIEF FROM CHIEF JAMES HILL
POLICE DEPARTMENT
Law Enforcement Accreditation Update
As you are aware, assessors from the Commission on Accreditation for Law Enforcement
Agencies, Inc. (CALEA) conducted an on-site assessment of the Salina Police Department
on October 21-23, 2012.
I am pleased to report that the department assessment went very well, and there were no
applied discretion compliance issues. The assessors did not return any files for additional
proofs or clarification, and they indicated that our directives were comprehensive, well
written, provided clear direction, and were in compliance with all applicable national police
standards. Over the past 25 years, l have been involved in numerous CALEA
assessments, and this is the first assessment that I have observed with zero compliance
issues.
In his report to the Commission on Accreditation, assessment team leader, Chief Albert P.
Britnell, summarized the assessment team’s findings:
The agency enjoys a broad base of support by the City of Salina and the
community at large, which was clearly evident by file proofs and assessor
interactions with the public during the on-site. Throughout the process, it
was quite evident the Salina Police Department is committed to providing
excellent law enforcement services to the community in a fair and equitable
manner…The agency is very well managed…Sworn and non-sworn
members are well-trained and highly motivated in their pursuits to serve the
community. The agency is a good steward of the resources made available
through City government…The agency is a credit to Chief James Hill, and to
the Commission on Accreditation for Law Enforcement Agencies, Inc.
Our department has been scheduled for a review committee hearing at the March CALEA
conference in Charleston, South Carolina. We are cautiously optimistic that, contingent
upon recommendation of the review committee, formal presentation of our 6th law
enforcement accreditation award will occur at the awards banquet on March 23, 2013.
