Stack, P.E., City Engineer SUBJECT: Ninth Street and Cloud Street Intersection DATE: October 1, 2012 On June 1, 2011, the City of Salina received notification from the Kansas Department of Transportation (KDOT) that we were being awarded funding, via the highway safety improvement program (HSIP). The HSIP funding is for safety improvements to the Ninth and Cloud intersection. Funding is pro-rated on a 90/10 federal/city split. The amount of funds awarded for this project is $350,000. The City of Salina requested of KDOT a traffic engineering assistance program (TEAP) study to help identify potential solutions for the intersection. The TEAP report, performed by HW Lochner, analyzed existing conditions, traffic accident reports, parking, traffic capacity, and queuing analysis. The intersection performance is assigned a level of service (LOS), which is based on the average delay that vehicles experience during a typical peak hour. The methodology for the LOS rating was developed by the Transportation Research Board. Level of service ratings range from A through F, with A being the best and F the worst. The TEAP report provides three alternatives for consideration. Each of the alternatives includes construction of a median on Cloud Street east and west of Ninth Street, reconfiguration of some existing 90 degree parking to 60 degree parking, and closure of some driveways. All of the alternatives improve the LOS on Ninth Street, while reducing the queue (vehicle stacking) lengths. Alternative 1 • Improves LOS to B • Reduces northbound (NB) queue to 230 feet; southbound (SB) to 330 feet • Estimated cost is $700,000 Alternative 2 • Improves LOS to B • Reduces NB queue to 230 feet; SB to 140 feet • Estimated cost is $1,000,000 Alternate 3 • Improves LOS to B • Reduces NB queue to 140 feet; SB to 140 feet • Estimated cost is $1,400,000 City staff will seek input from the City Commission regarding alternatives for improvement to the Ninth Street and Cloud Street intersection.
